Supervisory Natural Resource Specialist

This position is located in National Operations Center (NOC) / Division of Resource Services/ Branch of Assessment and Monitoring, serving as the Section Chief for AIM Support. Responsibilities Responsible for the technical and administrative supervision of a large and complex staff of professional, technical, and service providers necessary to carry out the mission of the BLM. Responsible for all performance related duties for federal staff and determination if contractor work products meet the required standards of adequacy. Interviews candidates for positions, recommends appointments, promotions, or assignment for positions; makes or approves selections for subordinate non-supervisory positions. Hears or resolves group grievances or serious complaints from employees, and effects disciplinary measures. Responsible for ensuring all personnel management actions are in accordance with merit principles and Equal Employment Opportunity (EEO) program guidance. Supervises professional and technical staff. The specialists work in ecological sciences, landscape ecology, inventory and assessment of ecological resources, and data analysis; and are regarded as BLM’s senior-level experts. The Subject Matter Experts in the Section are key resources for informing decisions that improve and sustain land health, ecosystem integrity and natural resource sustainability. Ensures all BLM offices and programs have access to scientifically and legally defensible data and information needed to support decision making and comply with regulatory requirements. Provides project management for scientific studies and technical projects, such as leading interdisciplinary teams, sequencing tasks, planning work, and facilitating communications with managers, technical groups, contract management, and budgeting. Responsible for Section budget management. This involves developing a work plan in coordination with the Branch Chief and HQ Program leads, reviewing the planned budget for alignment with the work plan. Executing the work plan in accordance with the annual work plan. Verifies all budget commitments and execution align with the policies, agency mission, work plan, performance plans, and budget allocations. Responsible for accomplishing the work of the Section on time and within budget. For the GS14: In addition to meeting the education requirement, you must possess one (1) full year of specialized experience comparable in scope and complexity to the GS-13 grade level in the federal service. Specialized experience at this level is defined as experience developing and execution of work plans, leading interdisciplinary teams in preparing land use plans or related environmental assessment documents. Experience with natural resource related policy, laws, and regulations, (FLPMA, NEPA, Clean Water). Experience with supervisory processes and procedures of the federal personnel system, budget development and execution, and effective verbal and writing skills. You must meet the qualification requirements by the closing date of this announcement to be found qualified. However, employees must meet any positive education/licensure requirements in order to be detailed to positions with these requirements. Detail assignments do not include additional compensation and the selectee will not earn time-in-grade at the higher grade level. Education Education Requirement: This position has a positive education requirement which requires you to meet the following education requirement: General Natural Resource Management and Biological Sciences, GS-0401: a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR- Combination of education and experience: Courses equivalent to a major, as shown above plus appropriate experience or additional education.
