Summary About the Position: The Supervisory Operations Specialist is responsible for the District's navigation system consisting of three (3) rivers. To include the operations, maintenance and repair of the locks and dams as well as associate structures. Responsibilities Establishes long range planning schedules and goals for the lockmaster based on priorities, deadlines and policies established at higher levels of supervision Makes recommendations to the Locks and Dams Branch Chief as to priorities for major maintenance work needed at various facilities Deals directly with the navigating industry on a wide range of controversial topics including lock closures, locking procedures, high river flows, ice problems, etc. Is responsible for environmental compliance of all facilities Develops performance standards and makes formal and informal performance appraisal of subordinate supervisors; identifies training needs; and recommends and/or approves awards. Counsels employees on problems and when appropriate, issues reprimands, suspensions and removals; resolves informal complaints through discussion with employees and union representatives Requirements Conditions of Employment Qualifications Who May Apply: Only applicants who meet one of the employment authority categories below are eligible to apply for this job. Specialized experience GS-11: One year of specialized experience which includes: recommends long rang planning; assists with annual operating budgets; coordinates the operation and maintenance activity of a navigation facility; administration of facility operations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Facilities Operations Management Leadership Program/Project Management Safety, Security, and Fire Protection Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone. No substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter. Selection is subject to restrictions resulting from Department of Defense referral system for displaced employees.
