Supervisory Operations Specialist
Summary The position(s) covered by this vacancy announcement is in the Department of Defense (DoD) Acquisition Workforce Personnel Demonstration Project (AcqDemo). The incumbent will be responsible for all aspects of planning, directing, and synchronizing Sea Based Weapon System's high visibility activities, events , special programs and non-test events. Responsibilities This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Acq Demo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service. As a Supervisory Operations Specialist at the NH-0301-4 some of your typical work assignments may include: Responsible for all aspects of planning, directing, and synchronizing Sea Based Weapon System's high visibility activities, events, special programs and non-test events. Oversees Freedom of Information Act/Privacy Act (FOIA/PA) actions, Congressional Staffing Process, and the Sea Based Weapon Systems high visibility tasks. Executes short and long range planning to ensure all missions are properly executed in support of the Sea Based Weapon Systems and MDA mission. Executes short and long range planning to ensure all aspects of the special projects and various aspects of office administration are properly prioritized and executed throughout the Agency in support of Sea Based Weapon Systems. Develops streamlined administrative processes, makes recommendations, sets course of action on matters impacting Sea Based Weapon Systems and ensures issues are quickly identified and resolved prior to execution. Leads studies and analysis on a broad range of topics including: mission requirements, organizational changes, workloads, resource availability, and manpower requirements as well as comprehensive strategic studies of special interest to Senior Leadership, which require cross organizational and functional coordination. Ensures inclusion of all relevant information required for reaching decisions that have broad and significant impact on MDA as well as compliance with Agency, DoD and other higher-level policies. Resolves any management and operational issues for Sea Based Weapon Systems. Establishes event framework and supports senior leadership, functional, and program managers in developing, implementing, and executing Agency events and activities. Develops course of action analysis, strategic level briefings, narratives, digital media, and plans to support Agency events and activities. Develops concepts, structure, and theme. Interacts with General Officers, Flag Officers, SESs, and Senior Leaders in the Office of Secretary of Defense (OSD), the Joint Staff, and the Services on behalf of Sea Based Weapon Systems to ensure the Agency's programs and equities are properly communicated and executed. Represents the Agency at forums, interacts with senior staff in support of Agency activities, including conferences, ceremonies, facility matters, security, and other special events. Provides strategic planning support for Sea Based Weapon Systems Senior Leader Off-sites including input on vision, mission, and goals. Independently plans, organizes and leads in progress reviews (IPRs), providing the support staff guidance and direction and alerting senior leadership of any friction points. Establishes standardized procedures in the execution of events/activities. Conducts quality control of final products. Advises the DPE on resource and manpower actions within a matrix management construct. Works closely with functional leads and MDS program managers to ensure critical program milestones and developments have been addressed, especially those of high importance to the Agency. Incumbent is a supervisor and performs the following at least 25% of the time. Assigns work to subordinates based on priorities, difficulty of assignments, and the capability of employees; provides technical oversight and instruction on administrative matters; develops performance plans and rates employees: interviews candidates for subordinate positions; recommends hiring, promotion, or reassignment; takes disciplinary measures, such as warnings and reprimands; identifies developmental and training needs of employees; provides and/or arranges for needed development and training. Performs other duties as assigned. Requirements Conditions of Employment Qualifications You may qualify at the NH-04 broadband level, if you fulfill the following qualifications (you must meet 3 of the 5 qualifications below): A. One year of specialized experience equivalent to the NH-03/GS-13 grade level in the Federal service as listed below: Experience with: Mission and program goals; executive communications; advising senior management on critical issues; short- and long-term strategic planning covering complex program functions; managing internal initiatives: resource and personnel management. Administrative principles, matrix management concepts and methods, procedures and functions, as well as a wide variety of qualitative and quantitative analytical techniques and methods to support a broad range of complex operational and administrative functions. Matrixed management concepts and operations in support of functional integration across a program. Planning, organizing, and directing disparate functions including experience working with tight deadlines in high pressure situations for a large complex organization. Written and oral communication principles to effectively communicate with senior government officials and develop high level correspondence. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
