Responsibilities All U.S. Citizens who reside or currently employed in the Fort Meade, MD, local commuting area, which includes the District of Columbia and Baltimore City; Maryland counties of Anne Arundel, Prince George, Montgomery, Howard, Harford, Charles, Calvert, Carroll, Frederick and Baltimore; Adams County in Pennsylvania; City of Alexandria, VA; Virginia counties of Arlington, Stafford, Prince William, and Fairfax and all cities existing in Maryland, Virginia, and Pennsylvania within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. OR All U.S. Citizens who reside or currently employed in the Boyers, PA local commuting area, which includes the Pennsylvania counties of Butler, Clarion, Armstrong, Allegheny, Beaver, Lawrence, Mercer, Crawford, Erie, Venango, Jefferson, Indiana, and Westmorland; Ohio counties of Columbia, Trumbull, and Mahoning; and all cities existing in Pennsylvania or Ohio within the geographic area bounded by the outer boundaries of the combined areas of the aforementioned counties. Salaries by location: Boyers, PA: $108,957 - $141,646 Fort Meade, MD: $120,579 - 156,755 This position is designated mission essential. The incumbent responds in a timely manner appropriate to all emergency or continuity situations and hazard threats in order to assist the Chief of Mission Assurance with providing DCSA leadership and staff with appropriate guidance to respond to and recover from to any emergency, continuity or all hazards threat event. This is a Supervisory Personnel Security Specialist position located within Investigations Quality Review, Quality Oversight, Background Investigations (BI), Personnel Security, Defense Counterintelligence Security and Agency (DCSA), Department of Defense (DoD). Located in Ft. Meade, MD or Boyers, PA. As a SUPERVISORY PERSONNEL SECURITY SPECIALIST (ICA) you will be responsible for the following duties: Supervise a team of Personnel Security Specialists and support staff conducting case review and quality assurance within a specific area of responsibility. Plan, direct, operate, control and evaluate the operation of the teams. Ensure the effective use of material resources necessary for day-to-day team operations, to include case distribution and compliance with all pertinent legal and regulatory requirements. Oversee the Personnel Security Specialist mentoring process and recommend formal training. Oversee internal review and auditing initiatives to ensure quality products. Resolve problems within the scope of his/her authority, referring other problems (with recommendations or solutions) to the Program Manager. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade (GS/GG-12) in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: extensive experience interpreting and applying policies within the DCSA Federal Background Investigation program; extensive experience problem solving investigative issues where there is little to no policy guidance ensuring the DCSA mission is supported; extensive experience resolving disputes in policy interpretation either directly, or as a third party arbiter, showing consistent ability to find an accord among differing views; and extensive experience providing customer service to both internal and external DCSA customers in support of the processing of DCSA Background Investigations. Specifically you will be evaluated on the following competencies: 1.
