The primary purpose of this position is to serve as a first level supervisor and/or flight chief, providing planning, directing, organizing, and exercising control over non-supervisory employees assigned to the Security Forces Flight. Responsibilities Plans, organizes, and directs the activities of a Security Forces Flight, ensuring that personnel comply with legal and regulatory requirements and meets customer needs. Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Represents the Security Forces Squadron with a variety of installation and functional area organizations. Establishes, develops, and maintains effective working relationships with the base community. Performs and enforces the full range of police officer duties within the military installation. Incumbent has full powers of apprehension and detention which entails carrying a firearm, operating Security Forces vehicles and equipment, mirandizing suspects, preserving evidence and testifying in court as it pertains to enforcing regulations on a military installation. This position will support the Federal Government's response to efforts to COVID-19. Requirements Conditions of Employment Qualifications Continued from Conditions of Employment: Must pass initial formal law enforcement training school as determined by functional, a certificate from a federally recognized Law Enforcement Academy is preferred. Work may occasionally require travel away from the normal duty station on military or commercial aircraft. May be exposed to high levels of noise such as aircraft engines. Incumbent will be exposed to the day-to-day dangers associated with law enforcement and security duties. This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions. Recurring training is required to keep the incumbent knowledgeable on the updated specialized tactics, techniques and procedures necessary for preparation and response to catastrophic event, terrorist attacks and related threats to installations. The work requires regular and recurring physical exertion such as running in pursuits or emergency responses, long periods of standing, walking, bending, stooping, reaching, crawling, and similar activities. Employees engage in such exertions when responding to alarms and walking foot patrols in and around buildings. This position may require common physical characteristics and abilities and dexterity and the strength to pursue and detain uncooperative suspects. In addition, this position requires the ability to employ "infantry" small unit tactics involving fire and maneuver with rapid advancing movement between defensive positions while wearing protective gear for extended periods of time, as well as the ability to employ "Active Shooter" response tactics as a member of a small team. The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces. Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President, and it is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption. Employee must sign DD Form 2365 as a condition of employment. Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non-combat locations in response to contingencies, disaster relief, or other emergency operations. (IAW: Section 1580 of title 10, United States Code) Department of Defense Security Fundamentals Professional Certification and Security Asset Protection Professional Certification conferrals are required within 2 years of the established employee EOD or initial assignment date to this position in accordance with DoD 3305.13-M, DoD Security Accreditation and Certification. The listed certification requirements may not be deleted or modified without the written approval of the AF Security Functional Authority (SAF/AA) or their delegated security career field representative. This certification requirement only applies to employees assigned to an indexed CPD or SCPD position on or after 14 March 2016. Incumbent employees assigned on or before 13 Mar 2016 are not required to obtain the DoD certification(s) listed above. This position is emergency-essential. In the event of a crisis situation, the incumbent, or designated alternate, must continue to perform the Emergency-Essential duties until relieved by proper authority. The incumbent or the designated alternate may be required to take part in readiness exercises. This position cannot be vacated during national emergency or mobilization without seriously impairing the capability of the organization to function effectively. This meets the criteria of an Emergency-Essential position and requires that the incumbent, or the designated alternate, be removed from any military recall status. Employee must sign DD Form 2365 as a condition of employment. Qualifications: In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, to include the Individual Occupational Requirements (IOR) for the GS Police Series 0083. SPECIALIZED EXPERIENCE: Applicants must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes knowledge of a body of laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property. Assigns work to subordinate employees based on organization priorities and consideration of difficulty and requirements of assignments such that the experience, training, and abilities of staff are effectively utilized to meet organization and customer needs. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-08 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS, AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of applicable law enforcement and security AF, Federal and DoD rules, regulations, instructions, practices, principles and procedures including force protection, integrated base defense, anti-terrorism and physical security. Knowledge of safety, security, and EEO regulations, practices, and procedures. Knowledge of police officer procedures and operating methods to perform the full range of police officer activities independently to include protection level resources, installation entry control, armed response and dispatch. Ability to operate the Incident Management System and the Security Force Management Information System. Ability to plan, organizes, and directs the functions and staff of an organization. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
