SUPERVISORY PROGRAM ANALYST
Summary You will serve as a SUPERVISORY PROGRAM ANALYST (GENERAL FUND BUSINESS OFFICE SUPERVISOR) in the COMPTROLLER GROUP and FINANCIAL SYSTEMS DEPARTMENT of NAVAIRWARCENAC DIV. This position is identified as a full time remote/virtual position. Salary will be based on the location of your residence, in accordance with locality pay area definitions and established pay tables. https://www.opm.gov/policy-data-oversight/pay-leave/salaries-wages/2023/locality-pay-area-definitions/ Responsibilities You will serve as a Supervisor for the General Fund Business Office which provides financial system support. You will be responsible for leading modules with control and responsible for prioritization of work efforts performed by the contract team(s). You will provide support to all commands/organizations with financial systems support as well as serve as the liaison to all Navy Commands. You will process recommendations for effective operations within the financial system as well as with external interface partners. You will provide effective customer service and ensure appropriate feedback mechanisms are established and maintained. You will align tasking with missions, program objectives, and long-term operational strategies of large complex organizations. You will utilize analytical and evaluative methods, accounting theory concepts and practices, and auditing techniques. You will negotiate and assign subordinates to project teams as required based on priorities, selective consideration of the difficulty and requirements of assignments, and the skills of employees. You will align tasking with missions, program objectives, and long-term operational strategies of large complex organizations. You will communicate with stakeholders, leadership, management, and employees concerning financial operations, overall financial status and financial issues. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-13/14) grade level or pay band (NM-04) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Utilizing computing concepts, design methodologies, and tools which are relevant to the design, development, validation, and implementation of the financial system; 2) Identifying and defining data requirements to perform data extracts using a variety of tools/software (such as SAP, SQL, Microsoft Access, Microsoft Excel); 3) Managing integration requirements with end users and sustaining a steady state of successful business practices and operations; 4) Conducting studies that identify ways to improve effectiveness of work methods, procedures, organizations, manpower use, distribution of work assignments, delegations of authority, management controls, and information and documentation systems; 5) Providing overall supervision in addition to planning work, setting and adjusting short-term priorities, and preparing schedules for completion of work to be accomplished by subordinates; and 6) Interpreting policies and procedures and making business process recommendations for effective operations within the financial system as well as with external interface partners.
