Responsibilities Serve as Deputy Division Chief under the administrative direction of the Division Chief providing technical advice in aspects of research and development activities involving complex engineering, scientific efforts, and resource management oversight. Principal expert on research and development programs, oversees planning and development of resources to include policies, concepts, mission controlling procedures, guidance, organization and functions within the division. Responsible for overall planning, administration, and direction of personnel; establishes priorities, objectives, and advises on technical and administrative matters. Supervise financial processes, product engineering, acquisition logistics, human capital management, strategic planning and business operations, as well as efforts to improve tools for engineering marketing for the directorate. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in ALL of the following areas: Specialized Experience: (1) Planning the work and strategic direction of a diverse group of professional scientist, engineers and technical personnel engaged in conducting research investigations/studies in support of a range of Chemical Biological Defense (CBD) applications; and (2) Managing or supporting complex to highly complex and state of the art projects and programs that are critical to key Army research and development programs. (3) Ability to communicate professionally with highly technical internal and external stakeholders involved in engineering, research and development. (4) Managing or supporting budget planning, execution, program initiation and allocation of organizational resources including policies and concepts with experience handling competing priorities in the delivery of chemical and biological solutions.
