Summary About the Position: This position serves as a Supervisory Program Analyst, DE-0343- 04 in Army Futures Command. Responsibilities Serve as Deputy Division Chief under the administrative direction of the Division Chief providing technical advice in aspects of research and development activities involving complex engineering, scientific efforts, and resource management oversight. Principal expert on research and development programs, oversees planning and development of resources to include policies, concepts, mission controlling procedures, guidance, organization and functions within the division. Responsible for overall planning, administration, and direction of personnel; establishes priorities, objectives, and advises on technical and administrative matters. Supervise financial processes, product engineering, acquisition logistics, human capital management, strategic planning and business operations, as well as efforts to improve tools for engineering marketing for the directorate. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Additional information about transcripts is in this document. One year of specialized experience equivalent to the next lower grade or band is required. It is defined as one year of specialized experience equivalent to the DE-03 pay band (GS-13 level) in the Federal Service which includes experience in ALL of the following areas: Specialized Experience: (1) Planning the work and strategic direction of a diverse group of professional scientist, engineers and technical personnel engaged in conducting research investigations/studies in support of a range of Chemical Biological Defense (CBD) applications; and (2) Managing or supporting complex to highly complex and state of the art projects and programs that are critical to key Army research and development programs. (3) Ability to communicate professionally with highly technical internal and external stakeholders involved in engineering, research and development. (4) Managing or supporting budget planning, execution, program initiation and allocation of organizational resources including policies and concepts with experience handling competing priorities in the delivery of chemical and biological solutions. You will be evaluated on the basis of your level of competency in the following areas: Communications Leadership Organizational Awareness Planning and Evaluating Education Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. Three year trial/probationary period may be required. Direct deposit of pay is required. This is a(n) 51-General Administration & Management Career Field position. Multiple positions may be filled from this announcement. Salary includes applicable locality pay or Local Market Supplement. Payment of Permanent Change of Station (PCS) costs is not authorized, based on a determination that a PCS move is not in the Government interest. A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
