SUPERVISORY PROGRAM ANALYST

The primary purpose of this position is to exercise first level supervisory and managerial authorities over the Acquisition Management Branch, HQ USCENTCOM, CCJ6-8A. Responsibilities Plans, organizes, and directs the activities of the Acquisition Management Branch, ensuring that financial, human capital, acquisitions, and resource management complies with legal and regulatory requirements and meets customer needs. Develops goals and objectives that integrate and align Division objectives with CDRUSCENTCOM Lines of Operations (LOOs) and USCENTCOM Director of Command and Control, Communications and Computer Systems (CCJ6). Exercises supervisory personnel management responsibilities. Advises and provides counsel to employees regarding policies, procedures, and directives of management. Selects or recommends selection of candidates for vacancies, promotions, details, and reassignment in consideration of skills, qualifications, and mission requirements. Develops, modifies, and/or interprets performance standards. Represents HQ USCENTCOM CCJ6 with a variety of installation and functional area organization. Establishes, develops, and maintains effective working relationships with HQ USCENTCOM directorates and special staff, specifically CCJ8 and CCJ4 contracting agencies, Air Staff, Joint Staff, and the Office of the Secretary of Defense. Performs budget formulation and management involving preparation of detailed analysis of annual and/or multi-year budget requests supporting the CCJ6. Manages an annual budget of $100M in Operations and Management, Command and Control Initiative Programs, and procurement funds. Responsible for executing funds in the Planning, Programming, Budget and Execution Systems (PPBES), including the Program Objective Memorandum (POM). Plans and organizes the C4 Acquisition activities of the HQ USCENTCOM CCJ6 and manages all services contracts supporting the CCJ6. Provides advice to supervisors of significant issues and problems related to acquisition endeavors. Accounts for all IT and IT-related property for HQ USCENTCOM. Ensures proper receipt, processing, storage and inspection of Automated Data Processing Equipment (ADPE) for all HQ USCENTCOM Directorates. Reviews operating supply programs for adequacy, efficiency, and need for improvement. Requirements Conditions of Employment Qualifications In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-13, or equivalent in other pay systems. Examples of specialized experience includes comprehensive knowledge of the principles, policies, legal requirements, and practices of systems and program management to plan, organize, and manage critical segments of the development, production, and/or deployment of systems, subsystems, and equipment that are within the state-of-the-art but require significant new application of principles. Knowledge of qualitative and quantitative techniques for gathering, analyzing, and measuring the effectiveness, efficiency, and productivity of programs and support activities to ensure that programs are within schedule, baselines, costs, etc. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Extensive knowledge of the mission, roles, functions, organizational structure, management, and operation of large organizations to provide high level staff guidance and participate in the development of goals, objectives, and policies. 2. Knowledge of the relationships between HQ USCENTCOM and various U.S. Government agencies and departments, including the DoD, DoS, and their subordinate agencies and commands. 3. Knowledge of business, industrial management, contracting procedures, technical concepts, and production practices to evaluate contractor proposals and activities. 4. Skill in staff level planning, organizing, and overseeing critical aspects of research, development, production, and support of subsystems or equipment; and coordinating various aspects of systems such as engineering, contracting, financial management, configuration, testing, and manufacturing. Ability to integrate, analyze, and manage a variety of functions and personnel in support of the process. 5. Ability to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources. 6. Ability to communicate both orally and in writing. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. ADDITIONAL CONDITIONS OF EMPLOYMENT: Incumbent is required to submit a Financial Disclosure Statement, OGE-450, (5CFR Part 2634, Subpart I USOGE, 6/08). This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program. As a mandatory requirement for employment, the incumbent is to refrain from the use of illegal drugs and if requested, submit to urinalysis testing. Appointee must sign a statement acknowledging the position occupied is a Test Designated Position. This is a key position. Incumbent must be removed from their military recall status if alternatives for filling the position during an emergency are not available. The incumbent may be required to take part in test alerts and practice exercises. Mobilization-key position is a key position under the provisions of AFI 36-202, civilian mobility.
