Develop, implement, and oversee comprehensive manpower strategies to align organizational goals. Advise Agency leadership as the subject matter expert in forecasting personnel needs based on operational demands, budget constraints, and future growth projections. Develop, maintain and implement manpower guidance; interpret manpower regulations and policy guidance issued by OSD and ensure compliance and execution across Agency activities. Lead efforts in analyzing and allocating resources to maximize efficiency and effectiveness across the Agency. Represent the Agency regarding manpower policy development in forums relative to manpower and force management at OSD and other DOD agencies. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Program Analyst, your resume and supporting documentation must support: Specialized Experience: One year of specialized experience that equipped you with the competencies to successfully perform the duties of the position and is directly in, or related to, this position. To qualify for the NH-04 level, specialized experience must be at the NH-03 or GS-13 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: 1. Managing, directing, and supervising a Manpower and Force Management program. 2. Planning, developing and implementing policies and procedures related to manpower and resource management. 3. Proficiency in utilizing tools and systems for workforce analytics. 4. Directing both long-range and short-term studies and projects pertaining to manpower and force management practices, workload analysis, and administrative and operational plans. 5. Providing authoritative advice and guidance to senior managers, executives, and principal staff on sensitive and controversial organization and manpower issues, plans, policies, and procedures. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
