SUPERVISORY PROGRAM ANALYST
Summary This is a public notice flyer to notify interested applicants of anticipated vacancies through the Modified DHA for Certain Personnel of DoD. Responsibilities You will serve as the Program and Requirements Branch Head in the Special Programs Division, under the Deputy Chief of Naval Operations (Warfighting Requirements and Capabilities). You will be responsible for managing requirements and resources for Department of Navy (DoN) Special Access Programs (SAP) as well as all matters of security policy, program oversight and coordination for the Under Secretary of the Navy. You will provide oversight and direct supervision to civilian and military Requirements Officers and contractor support services personnel to ensure the accuracy of requirements necessary to support the warfighter. You will assess and control the quality and timeliness of program implementation. You will effectively utilize allocated resources as compared to objectives, policy and program plans. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-14 grade level or pay band in the Federal service or equivalent experience in the private or public sector leading all aspects of requirements development, execution planning, science and technology, research and development, demonstration/prototyping, acquisition program initiation and management, budget planning, and oversight of program cost, schedule, and performance. Examples of specialized experience may include most of the following: 1) Leading the development of requirements and resourcing (and associated documents/briefings) for various DON and DoD processes, reviews, and actions as they relate to program activities.; 2) Analyzing the credibility and capabilities of new technology, including the evaluation of new opportunities for joint and combined program execution, synergistic development, or sharing of novel technology.; 3) Preparing memorandums, letter, briefs, and other correspondence for principal review and approval including submissions to Congress to justify budget exhibits as well as defense committee briefings for accuracy and currency..; 4) Performing detailed analysis to evaluate programs in terms of cost, schedule and performance and security structure.; 5) Assigning work to subordinates; establishing performance standards, evaluating work performance; giving advice, counsel, or instruction to employees on both technical and administrative matters. Education There is no education substitution for this series at this grade level. Additional Information This position is covered by the Department of Defense Priority Placement Program. This position is in the excepted service and does not confer competitive status. Several vacancies may be filled. This position is subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
