Summary You will serve as a SUPERVISORY PROGRAM ANALYST (Programming and Resourcing Section Manager) in the Fleet and Family Readiness (N9), Housing of CNIC at Washington Navy Yard, DC. This Programming and Resourcing Section Manager is responsible for the planning, programming, budgeting, and execution of funding that supports all Housing programs and for the composition and implementation of Housing financial management policy and guidance. Responsibilities You will research and review statistical data, reports, charts, and financial statements for presentation to higher authority. You will compose and implement all Housing financial management policy and guidance. You will prepare Program Objective Memorandum (POM) documentation and respond to all programming data calls with information that reflects Housing goals and strategies. You will compose budget exhibits and justification for all Housing financial requests. You will prepare and present information, position papers, congressional testimony, hearing statements, briefing statements, verbal reports, and other correspondence to present to higher authority. You will provide immediate supervisory oversight and assign work, identify developmental training needs, develop performance plans, rate employees, and take disciplinary action as necessary. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Provide advisory service to management and staff on federal policies, statutes, procedures and requirements related to the Housing Program; 2) Evaluates and advises on organization structures, methods and procedures; 3) Perform budget, financial and resource analysis; 4) Prepare and present information, hearing statements, position papers and other correspondence to higher authority on housing matters; and 5) Provide supervision, direction, guidance and support to housing support staff.
