Notice of Result letters will not be sent to applicants who respond to this flyer. Responsibilities You will provide execution of the Engineering Department Portion of the command audit plan. You will be responsible to implement the Engineering Quality Assurance (EQA) programs employing the concepts of the Contract Administration Quality Assurance Program (CAQAP). You will determine and recommend EQA program goals, develops work plans, organization changes and resource needs and coordinate program efforts with other internal departments, contractor and NAVSEA representatives. You will manage the Engineering Department central work flow routing and work item documentation process, which supports the departments review of technical documents. You will provide department management analysis, modeling and forecasting which includes manpower and budget, productivity and efficiency data, Technical Support Management (TSM) and technical document processing data. You will work closely with the Chief Engineer and other Engineering managers and program office managers to assure consistency and continuity in the overall approach to submarine design, construction and supporting requirements. You will develop and maintain a system for production planning man-hour performance measurement and evaluation tools to support recommendations for Engineering Department process improvements of productivity, efficiency and resource optimization. You will utilize TSM and Enterprise Resource Planning (ERP) software as they apply to the Engineering Department work processes. You will serve as the immediate supervisor of Management Analysis, Technical Information Specialist, Data Management Integrity Specialist and Management Assistants. You will provide advice and guidance on work and administrative matters. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the NH-02 broadband (or GS-11 equivalent) in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Conducting management studies, engineering data analysis, manpower or budget analysis, or metrics evaluation to support program requirements for shipbuilding or ship acquisition. Education Additional Information This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-03 broadband encompasses positions equivalent to the GS-12 and GS-13 grade levels. This announcement uses the Direct Hire Authority (DHA) for AcqDemo Business & Technical Management to recruit and appoint qualified candidates to positions in the competitive service. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
