SUPERVISORY PROGRAM ANALYST
Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the PERSONNEL AND ADMINISTRATION (N-1) of NAVY LEADERSHIP ETHICS CTR. Responsibilities You will prepare and issue instructions and policies on completing authorizations/vouchers via automated programs/systems and completing required training related to the systems and the Government Travel Card. You will support Certifying Officer’s and Accountable Officials with their duties of approving travel orders (authorizations), certifying vouchers and local vouchers for traveler reimbursement. You will processes applications to include verification of a signed Statement of Understanding (SOU), current travel card training, and provides applicants with electronic application instructions and assistance as needed. You will review, interpret, and disseminate new guidance, regulations, and policy changes to travel cardholders. You will provide management with new information and predictive advice concerning various alternative courses of action in resolving travel problems. You will serves as a debt-management monitor tracking, processing, and recording actions related to debts incurred (e.g., due to overpayment) by travelers. You will supervise and manage the Travel Team comprised civilian employees and perform first level supervisory personnel management responsibilities. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Monitoring the functions of a travel program financial and administrative operations to ensure compliance with federal laws, regulations, and policies; 2) Advising and providing instructions on completing and submitting authorizations and vouchers via a government automated travel program/system; 3) Analyzing and summarizing data of an automated travel program/system to report recommendations or issues to management; and 4) Applying statistical methods, procedures and techniques to prepare trend charts, presentations and briefings.
