SUPERVISORY PROGRAM ANALYST
Summary You will serve as a SUPERVISORY PROGRAM ANALYST in the Business Planning & Execution Division, Business Department of Naval Supply Systems Command (NAVSUP), Fleet Logistics Center Sigonella (FLCSI), Sigonella, Italy. Responsibilities You will plan, direct, and coordinate the activities of the Business Planning and Execution Division whose primary functions are Financial Development and Execution, the Defense Travel Program, Financial Accounts Management for FLCSI. You will provide advice and technical assistance to the FLCSI Business Director, Executive Director and Commanding Officer. You will keep senior leaders apprised of status of funds reports and cyclic reports and documents along with providing recommended solutions and status of significant financial management issues. You will supervise several professional level staff in grades GS-07 through GS-12 in the Management Analyst, Purchasing Agent, and Program Analyst job series. You will assign and monitor workload to ensure that all work is distributed based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. You will serve as primary point of contact regarding budget allocation and execution, all funding issues, travel and evaluating operating budgets for all operational sites. You will develop annual business plans by coordinating and documenting requirements of various components of command though department heads and operational site leadership. You will monitor the overall execution of all programs in the current year budget; analyzes deviations, identifies problems and provides possible solutions, and adjusts funding to achieve optimal performance to support program objectives. You will Identify and analyze trends in the receipts, obligations, and expenditures of funds to assure that objectives of the annual programs are being met on a timely basis and that funds are available and being properly and effectively used. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the (GS-12) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Managing budget plans to support the procurement and production of highly complex systems and supporting equipment and executing all programs related to the mission. Analyzing and evaluating operating problems, recommending corrective action, and participating in formulation of long-range plans to achieve overall mission objectives. Reviewing and identifying issues of concern, evaluating options and formulating recommendations for business decisions related to supply management and financial accountability. Performing work that involves studies and analyzing interrelated issues of supply efficiency and productivity to ensure command performances are in line with budget controls/outputs and performance meets mission expectations.
