The primary purpose of this position is to plan and direct the activities of a Branch level organization within the Strategic Plans, Programs, Requirements & Analyses Directorate, at a major command (MAJCOM). Responsibilities Exercises supervisory personnel management responsibilities at least 25% of the time. Plans work to be accomplished by subordinates, sets and adjusts short/long-term priorities, and prepares schedules for completion of work. As a Branch Chief, plans, organizes, and directs the activities of the Branch. Ensures the Branch actions comply with direction of the AFMC/CC, A5/8/9 Director, and A8P Division Chief. Develops goals to support AFMC equities and integrate organization and Command improvement objectives. Represents the Branch with a variety of installation and Air Force functional area organizations. Establishes, develops, and maintains effective working relationships with Headquarters AFMC, AFMC Centers, other MAJCOMS, Air Staff, other Service/Agencies and DoD Offices. Prepares and presents high level briefings of conclusion. Provides superior oral and written communications to senior leaders throughout USAF, including all MAJCOMS, HQ, and other Service Core Function Leads. Requirements Conditions of Employment Qualifications Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least 1 year (52 weeks) of specialized experience at the next lower broadband NH-03, equivalent to the next lower grade GS-13 or equivalent in other pay systems. Specialized experience is experience in developing or implementing policy and guidance that impact major programs with respect to strategic plans and funding; working with planning, programming, or budget processes; and experience in leading or advising one or more of the following: staff/team, organizational budget, process, or complex project. Specialized experience must include developmental planning, capability requirements, and Planning, Programming, Budgeting, and Execution (PPBE) Program Objective Memorandum (POM). NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Ability to communicate effectively both orally and in writing to achieve specific objectives; negotiate complex issues; and maintain good working relationships. 2. Ability to plan, organize, and direct the functions and staff of a small- to medium-sized organization. 3. Knowledge of safety and security regulations, practices, and procedures. 4. Ability to establish goals and assess progress towards achievement; develop concrete action plans to solve problems; adjust work objectives to meet changing programs; and negotiate effectively with management to implement recommendations. 5. Demonstrated leadership and managerial abilities, in conjunction with the authority to serve as a technical expert, consultant, and advisor to the AFMC commander and other AF officials on extremely complex and highly diverse directorate mission oriented issues to include ACS and other enterprise processes. 6. Mastery of advanced management, organizational, and analytical principles, methods, techniques, and practices in conjunction with a comprehensive knowledge of the missions, roles, functions, organizational structures, and operations of AFMC and USAF. Ideal Candidate: In addition to the Specialized Experience statement listed above, the ideal candidate would have experience in the Strategy, Planning, and Programming Processes (SP3) establishing processes to collect, prioritize, adjudicated Air force requirements, and the program & Budget Enterprise Services (PBES), along with advanced theories, concepts, principles related to Programming for Air Force Resources. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
