Description
The Director of Administration will serve as a key operational leader within the Planning & Development Department (PDD), overseeing administrative functions that ensure the smooth execution of contracts, budget management, hiring processes, and interdepartmental coordination. This role requires a strategic and detail-oriented professional who can navigate municipal government processes efficiently, troubleshoot administrative challenges, and serve as the primary liaison between PDD and other city departments, including Human Resources, Finance/Budget, DoIT and the Office of Contracts & Procurement.
The Director of Administration oversees one Program Analyst 1 position, who oversees the administrative support of PDD programs and operations in coordination with Building Services; Accounts Payable (purchase orders, travel, employee reimbursements, PCard and reconciliation); ODFS (supplies, purchase orders, invoicing); DoIT (specialized technology services and equipment) and outside vendors as needed (space reservations, catering, furniture moving). The position will report to the Chief of Staff of the Planning & Development Department.
Examples of Duties
Contract & Procurement Oversight
•Manage contract processing, from submission of contract deliverables, to preparing required support documents for contract amendments, fiduciary agreements, sole source suppliers; serving as liaison between departmental project managers, OCP buyers and PDD’s Legislative Director to ensure the processing timetable supports departmental needs; tracking approvals and ensuring compliance with procurement policies.
•Work closely with Procurement, Finance and Legal teams to streamline contract execution and resolve bottlenecks.
•Monitor contract performance and expenditures against budgets, ensuring vendors meet obligations.
Budget & Financial Management
•Assist in budget development, tracking, and reporting to ensure alignment with department goals.
•Navigate funding requests, purchases, reallocations, and financial approvals.
Human Resources & Hiring
•Oversee hiring and onboarding processes, working with HR to manage job postings, candidate screenings, and interview logistics.
•Track and troubleshoot hiring delays, ensuring alignment with city hiring guidelines.
•Assist in performance management, employee relations, and other HR matters affecting the department.
Administrative Operations & Process Improvement
•Identify inefficiencies in administrative workflows and implement process improvements.
•Develop internal guidelines, templates, and SOPs to support department operations.
•Provide high-level administrative support to department leadership, ensuring key initiatives move forward smoothly.
Liaison & Interdepartmental Coordination
•Serve as PDD’s primary administrative point of contact for HR, Budget, and Procurement.
•Advocate for department needs within city processes, ensuring timely responses and resolutions.
•Communicate updates on administrative policies, deadlines, and best practices to PDD leadership and staff.
Minimum Qualifications
Education
Bachelor’s degree from an accredited college or university with major course of work in urban and regional planning, business administration, public administration, public policy, economics, finance, accounting, urban studies, or a closely related field.
Experience
Must have a minimum of five (5) years total experience: Four (4) years of direct experience involving the systematic review, analysis, interpretation and evaluation of grants, housing development, or other financial and operational data or systems. One (1) year in a supervisory capacity over program management.
+ Understanding of municipal government processes, HR policies, procurement, and budget management.
+ Experience with contract administration, including navigating public procurement and compliance requirements.
+ Demonstrated ability to problem-solve, streamline processes, and manage multiple administrative functions simultaneously.
+ Strong interpersonal skills, with the ability to liaise effectively between multiple departments.
Equivalent combinations of education and experience may be substituted to meet the education and experience requirements of this position.

RETIREMENT BENEFITS
City Employees Retirement System
As a regular City employee you automatically become a member of the General Retirement System. This entitles you to a retirement allowance after:
• Completion of thirty (30) years of service;
- At age sixty (60) if you have at least ten (10) years of service, or
- At age sixty-five (65) with eight (8) years of service.
