Supervisory Program Manager (Acquisition)
Summary This position is being filled under the memorandum from the Under Secretary of Defense for Personnel and Readiness (USD(P&R)) "Expansion of Direct Hire Authority for Certain Personnel of the Department of Defense," dated 6/23/2023. This position is part of the Defense Threat Reduction Agency. Responsibilities As a Supervisory Program Manager (Acquisition) at the GS-0340-15 you will lead a team of acquisition program managers and management analysts to establish and implement effective acquisition policies, processes, and initiatives for the Agency. This senior-level role plays a critical part in ensuring successful program execution, achieving mission objectives, and providing guidance to a broad range of acquisition professionals, including Program Managers (PM), Contracting Officer's Representatives (COR) and Government Purchase Card (GPC) Program staff. In this position, typical work assignments may include: Lead the development, implementation, communication, and training of Agency-wide acquisition policies, plans, and processes, including those related to the GPC program. Advise senior leadership on strategic plans to improve acquisition efficiency and effectiveness. Manage and oversee major acquisition projects and initiatives, including developing new systems and processes for acquisition and GPC program professionals. Provide guidance and training to PMs and CORs, ensuring they effectively manage the contractual, financial, and technical aspects of programs and projects. Develop and analyze performance metrics, identify areas for improvement and implement corrective action for both acquisition initiatives and the GPC program. Work collaboratively with team members to develop repeatable processes for program reviews and assessments. Analyze acquisition findings, capture lessons learned, and implement improvements to continuously enhance Agency mission accomplishment. Identify opportunities for Agency-wide application of acquisition best practices, fostering common business and operational approaches. Lead a team of acquisition program managers and management analysts, assigning work, prioritizing tasks, and ensuring efficient use of resources. Requirements Conditions of Employment Qualifications You may qualify at the GS- GS-15, if you fulfill the following qualifications: A. One year of specialized experience equivalent to the GS-14 grade level in the Federal service: Experience developing and implementing comprehensive acquisition policies, plans, and processes. This includes experience creating clear and user-friendly training materials (e.g., guides, on-line courses) for both broad acquisition-related procedures and/or specific programs like the Government Purchase Card (GPC) program. Experience in analyzing acquisition data and trends to identify areas for efficiency and effectiveness improvements. Experience developing and presenting actionable recommendations to senior leadership, resulting in quantifiable acquisition improvements (e.g., reduced processing times, cost savings). Experience managing and overseeing complex acquisition projects and initiatives. Experience developing new systems and/or processes to streamline acquisition operations. Experience and the ability to lead, mentor, motivate, appraise, and work with a team of acquisition professionals. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level. Additional Information This is an Acquisition Workforce position in the Program Management functional area. Required to become certified in the Practitioner tier within 5 years and get a minimum of 40 continuous learning points every fiscal year and 80 CLPs mandatory within 2 years.
