Responsibilities The Chief, Financial Resource Division will serve as a key member of the ST Directorate, responsible for assisting the ST Chief of Staff (COS) in administering a full portfolio of administrative and operational requirements. To be successful in this role, the incumbent will require a unique blend of skills, including strategic financial management, leadership and management, analytical and problem-solving skills. The incumbent will be responsible for overseeing the following programs: - Budget formulation and execution: Developing and managing budgets to ensure effective allocation of resources. - Defense Travel System: Managing travel arrangements and expenses for personnel. - Hiring actions: Coordinating recruitment and hiring processes for new personnel. - Awards: Managing awards and recognition programs for the Directorate. - Training Coordinator: Coordinating training programs to enhance employee skills and knowledge. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG/GS 13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Experience developing and managing budgets in accordance with organizational principles and guidelines; Experience with personnel/billet manning, including staffing plans, position descriptions, and personnel actions; Experience managing recognition and awards programs; Experience managing correspondence, including drafting and editing letters, memos, and reports; Experience tracking and managing tasks, including coordinating with team members and stakeholders to ensure timely completion of projects; Integrate budgetary formulation principles with organizational operations to ensure effective use of resources; Analyze and recommend improvements to administrative processes and procedures. Specifically you will be evaluated on the following competencies: 1. Financial Management- Prepares, justifies, and/or administers the budget for program areas; plans, administers, and monitors expenditures to ensure cost-effective support of programs and policies; assesses financial condition of an organization. 2. Planning and Evaluating- Organizes work, sets priorities, and determines resource requirements; determines short- or long-term goals and strategies to achieve them; coordinates with other organizations or parts of the organization to accomplish goals; monitors progress and evaluates outcomes. 3. Management Analysis- Conducts research and solves organizational inefficiencies to increase the effectiveness of the organization. 4. Program Management- Designs, implements and manages multiple or ongoing programs/projects, and directs the related resources, personnel and activities. 5. Flexibility- Is open to change and new information; adapts behavior or work methods in response to new information, changing conditions, or unexpected obstacles; effectively deals with ambiguity. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
