Summary DCSA Personnel Security Adjudication and Vetting Services (AVS) is seeking a Branch Chief to supervise the Metric's & Reporting, adjudicative processing and systems teams. The incumbent will provide authoritative guidance and oversight on Continuous Vetting and Adjudication metrics and reports, processing, and workflow, ensuring the integrity and trustworthiness of the data, case flow, to mitigate risks to national security. Responsibilities As a SUPERVISORY PROGRAM SPECIALIST (BRANCH CHIEF, OPERATIONS) you will be responsible for the following duties: This position is in the Operations Division of AVS at Fort Meade MD and reports to the Division chief for metrics and operations. This position will supervise operation officers, a processing team, and the AVS Metric team, responsible for generating standard and ad hoc reports for leadership and other government offices on DCSA adjudications and Continuous Vetting. - Oversees the flow of cases and materials and the creation and assignment of cases to adjudicators, regularly analyzes efficiency and accuracy of cases through the workflow, identifies opportunities for improvements, and implements changes in consultation with leadership. - Ensures the quality of reports and related data and establishes processes to ensure efficiency and accuracy. - Manages staffing, workload, and coverage of relevant teams, and takes primary responsibility for the hiring and training, development, and evaluation of the branch. - The successful candidate will be acting as a role model for the office and work closely with Adjudicators, data scientists, management, higher offices within the DOD, and governmental agencies to improve the case flow process and overall operations and reporting. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG-13 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: leadership, managing, developing, and oversight of programs and supervision in operations, generating reports, and products to include the analysis of data, modeling, conclusions and transformation into useful information that is accurately presented to senior leaders; and demonstrated critical thinking skills to correctly identify issues, develop, and implement mitigating strategies with no or minimal supervision. Specifically you will be evaluated on the following competencies: 1. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
