Summary See below for important information regarding this job. Responsibilities Serves as Chief of the DLA Energy Public Affairs Office. Plans, organizes, and directs DLA Energy strategic information programs in support of major DLA Energy missions, projects, programs, and strategies. Plans, develops, and communicates DLA Energy information programs, policies and actions concerning current operations and issues to regional, national, and international publics, both internal and external. Analyzes trends in internal and external public opinion to determine Public Affairs program needs and to assess the impact of proposed and/or ongoing DLA Energy activities on the Agency's image. Promotes and maintains effective working relationships with other Federal Agencies, state-local officials, civic organizations, and DLA activities including media representatives and special interest groups. Recommends appropriate action and approaches regarding requests by news media to cover DLA Energy operations and activities for print or broadcast media. Develops and oversees a community relations program designed to accomplish the long-range and short-range objectives of broadening public understanding of DLA Energy missions and accomplishments. Responsible for directing and overseeing efforts in development of DLA Energy multimedia to include articles and feature stories, booklets, pamphlets, fact sheets, multimedia presentations, exhibits and displays. Requirements Conditions of Employment Qualifications To qualify for a Supervisory Public Affairs Specialist, your resume and supporting documentation must support: A. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-13 level, applicants must possess one year of specialized experience equivalent to the GS-12 level or equivalent under other pay systems in the Federal service, military, or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Developing and disseminating public affairs strategies, positions, plans, and products to both internal and external stakeholders. Advising Command on the public implications of regional, national, and international activities of the organization. Responding to media inquiries appropriately, efficiently, and effectively. Developing communication products with leadership and technical subject matter experts. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education Substitution of education may not be used in lieu of specialized experience for this grade level.
