Supervisory Public Utilities Specialist
Summary The position is located in Market Policy and Pricing (PTMP) within the Market Analysis, Pricing and Policy (PTM) organization of Bulk Marketing (PT), Power Services (PS), Bonneville Power Administration (BPA). The purpose of this position is to serve as the Supervisor of PTMP and as a member of the PT management team with responsibility for planning, managing, and leading programs, systems, and work processes that are necessary to perform the critical mission and support activities. Responsibilities As a Supervisory Public Utilities Specialist, you will: Exercise significant responsibilities in dealing with other BPA managers and supervisors and in advising senior-level BPA managers. Lead or provide key support to a variety of market development initiatives, including, but not limited to system market power, local market power, default energy bid, price formation, resource sufficiency, day ahead market enhancements, imbalance reserve products, carbon pricing policy, and extended day ahead market. Coordinate marketing policy and pricing efforts with other internal activities, with the activities of other agencies, or governing bodies. Assess the impact of market analysis and policy programs and initiatives on PT, P, and other parts of the BPA, in other government entities, and the private sector. Make recommendations related to policy and pricing formulation and long-range planning in connection with prospective changes in functions and programs; significant internal and external program and policy issues affecting the overall organization, such as those involving political, social, technological, and economic conditions; restructuring, reorienting, and recasting immediate and long-range goals, objectives, plans and schedules to meet substantial changes in legislation, program authority, and/or funding; and determination of projects to be initiated, dropped, or curtailed. With respect to the program elements managed, determine and allocate necessary organizational resources, including staff and funds, and is responsible within the organization for their effective and efficient utilization in support of organizational and functional responsibilities. Exercise delegated supervisory authorities and responsibilities, directing, coordinating, and overseeing the work and providing similar oversight of contractors when appropriate. Represent PTM, PT, P, and/or the BPA in working directly with executive-level personnel, managers and staff in BPA, other Federal agencies; State and local authorities; public and privately-owned utilities, manufacturers and providers of goods and services utilized by BPA; private industry; public groups; and any appropriate regulatory organizations. Justify, defend, or negotiate in representing the organization in obtaining or committing resources, and in gaining compliance with established policies, regulations or contracts. Represent BPA as a technical expert in internal and external committees and working groups for resolving critical problems. Evaluate and make recommendations concerning overall plans and proposals for major BPA, DOE, and interagency projects and implementing state, regional and national level guidance. Participate actively in conferences, meetings, hearings, or presentations involving problems or issues of considerable consequence or importance to the BPA, and often representing BPA on panels and forums; and assure decisions and actions conform to PTM, PT, P and BPA policy. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level (GS-13) in the Federal service. Specialized experience for this position is defined as: Experience in leading a project or team or serving as a technical expert in 1) planning, managing, and leading programs, systems, and work processes necessary to perform the critical mission and support activities required of the organization, 2) managing necessary resources including but not limited to staff in support of the organization's strategic business objectives, and 3) developing and executing critical market analyses and utility settlement initiatives, including supporting large initiatives involving people, processes, and technology to ensure the organization meets its programs and projects objectives.
