Summary This is a National Guard Title 32 Excepted Service Position. This position is a HARD TO FILL Permanent GS-1910-12 SUPERVISORY QUALITY ASSURANCE SPECIALIST (TITLE 32), PD Number D1819000 and is part of the MO 139th Airlift Wing. This is a non-bargaining unit position. SEE NOTE UNDER CONDITIONS OF EMPLOYMENT BELOW. This position is also advertised on AGR Announcement #AF25-012. Responsibilities Plans, organizes, and oversees the activities of the Quality Assurance Division. Develops goals and objectives that integrate organization and Quality objectives. Establishes, revises, or reviews policies, procedures, mission objectives, and organization design for the staff to eliminate work problems or barriers to mission accomplishment, promote team building, and implement quality improvements. Plans work for accomplishment by subordinates, sets and adjust short-term priorities if necessary. Evaluates requirements for additional resources. Balances organization needs with overall mission requirements and resource interests. Manages the maintenance and inspection effort involved in keeping aircraft in an airworthy - combat readiness state, to include capability to carry out daily flying missions and ensure maintenance operations are executed safely. Plans work to be accomplished by subordinates. Makes decisions on work problems presented by subordinate personnel. Establishes and develops performance standards and evaluates subordinate personnel. Establish employee work schedules, deadlines, and production/inspection priorities based on aircraft maintenance status, aircraft mission requirements and other demand needs. Manages, reviews and develops maintenance policy, advising supervisors and employees on both general policy and specific maintenance matters. Makes decisions and recommendations on technical concerns presented by supervisors. Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and improve the proficiency of the work force. Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the Maintenance Group Commander and maintenance managers the visibility to assess and facilitate continuous process improvement. Manages the Maintenance Standardization Evaluation Program (MSEP), which provides the customer with high quality aircraft and components on time. Manages critical assessment programs such as; Unit Self Inspections, Maintenance Standardization, Operational Readiness, Unit Compliance Inspections, and Staff Assistance Visits (SAVs). Manages the quality program and elements of the program to gauge compliance with directives, assess established processes, identify deficiencies, implement corrective measures, and improve processes to enhance mission effectiveness and efficiency. Ensures personnel use proper data collection techniques and procedures for evaluation, inspection and audit programs and a number of related databases and spreadsheets to capture and catalog data elements for trending, cross-tell, and benchmarking. Reviews as necessary defect/failure quality data to detect unsatisfactory trends or weaknesses in the quality inspection system and reviews recommended corrective and preventative action. Performs other duties as assigned. Requirements Conditions of Employment Qualifications MILITARY REQUIREMENTS: Selected candidate must currently be assigned to a military unit in the Missouri Air National Guard. Title 32 employees will not be militarily senior to their full-time supervisor (grade inversion). Maximum Military Grade - Lt Col (O-5) GENERAL EXPERIENCE: Must possess experience, education, or training involving planning, developing, or administering quality assurance programs (i.e., supporting the development, acquisition, production, use, maintenance, storage, and supply of products concerned with the systematic prevention of defects and non-conformances, the identification of unsatisfactory trends and conditions, and the correction of factors which may contribute to defective items); and experience using computer and automation systems. GS-12 SPECIALIZED EXPERIENCE: Must possess 36 months specialized experience which demonstrates thorough knowledge of planning, developing and administering a quality assurance program that includes independent surveillance and evaluations of assigned aircraft, aircraft components, and maintenance personnel. The specialized experience must also demonstrate comprehensive knowledge of aircraft and aircraft systems to include electronic equipment and systems, manual and automatic flight controls, airframe, landing gear, pneudraulics, and jet engine propulsion, armament, munitions, and associated systems. Experience in supervising through subordinate supervisors, or the potential to perform such duties as evidenced by the ability to communicate, skill in applying human relations techniques, and knowledge of general supervisor concepts. Education This job does not have a qualification requirement that allows substitution of education for specialized experience.
