Responsibilities You will develop or implement policies and procedures to promote efficient management of real property You will educate junior realty specialists on all business lines and clients in real estate processes You will analyze proposed real estate acquisition with respect to legality, cost, and effectiveness in satisfying an organization's needs. You will advise on real estate actions having political, financial, legal or other impact on Naval operations. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Interpreting laws, regulations and policies to effect good business decisions and successful project execution; 2) Reviewing realty transactions and conveyances and evaluating the effects of various methods of acquisition, property management, or disposal upon the uses and value of land; 3) Applying contracting methods/procedures pertaining to the full scope of real estate transactions, and provide on the spot guidance in complex situations; and 4) Leading multi-functional teams as project manager as scope is identified and executed and providing on-the-job training and mentoring to other Realty Specialist; 5) Being RECO level II eligible. Physical Demands: The work is mostly sedentary in an office setting which includes sitting, standing, walking, and operating telephones and computer equipment. The work requires some physical exertion, such as walking over rough, uneven, or rocky surfaces of the type found at construction or acquisition sites or other outdoor facilities which the incumbent may visit on an intermittent basis, or participating in intensive negotiations for extended periods of time, i.e., four hours or longer without rest periods, and occasionally late in the evening. Some agility is required in walking around or over building materials, excavation sites, and heavy equipment. The employee is required to travel occasionally to assigned activities and may lift/carry light objects such as files, climb stairs, and bend and stoop to inspect facilities. Work Environment: The work is primarily in an office setting. However, travel to meetings/onsite conferences may involve moderate risks and discomforts. Incumbent may be required to use protective clothing/gear as applicable. Certain voluntary contingency operational requirements such as natural disaster recovery may require long term expeditionary living conditions.
