Supervisory Realty Specialist (DETAIL/TEMP PROMOTION NTE 1 YEAR)
Summary This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Management Services Division, Real Property-Lease Acquisition and Administrative Branch. PLEASE NOTE: This is a full time, detail/temporary promotion opportunity. Initial action will be not to exceed one year but may be terminated earlier or extended as needed in compliance with policy. The maximum appointment length may be extended up to 5 years. Please see Additional Information section for more details Responsibilities Negotiating cases with private landowners and/or public agencies for the acquisition of real property. Researching and analyzing data, issues and information for the use of higher-level personnel. Analyzing data or information to identify and resolve problems and/or address needs. Communicate with customers (internal and external) to finalize projects. Oversees the execution products, policies, and procedures within the organization. Responsible for staff management, coordination, and execution of mission support programs that support organizational goals. Develops uniform management policies and staff management principles and guidance for mission area programs within the section. Responsible for the execution, scope, cost and budget, interfacing with the agency customers. Responsible for attainment of operational plans, goals, and objectives. Provides oversight and review of the real property management services program and facilitate all aspects of real property. Advises Division Director and Director on issues involving the relationship of the functions supervised to assigned programs and their impact on other related programs. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the 11/29/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Applicants must have one year of specialized experience at the next lower grade to be considered for the next higher grade (e.g. one year at the GS-13 grade level for consideration for the GS-14 grade level). You must include an SF-50 (you may need to submit more than one) that supports meeting this requirement with your application package This is a full time, detail/temporary promotion opportunity. Specialized Experience: To qualify for this position, you must possess one year of specialized experience equivalent to the GS-13 level in the federal service, or comparable experience not gained through federal service. Specialized experience that demonstrates mastery level knowledge of and skill in applying a wide range of real property rules and regulations. Managing all aspects of real property programs to include: Planning Lease acquisition Administration Maintenance Renovation AND Disposition Formulating and recommending mission-wide policies and Operational procedures. Utilizing analytical and evaluative methods and work processes to meet leasing programs goals and objectives. Oral and written communication techniques to communicate with customers and staff at various levels. Return rights from temporary promotion or detail: Current FPAC employees: At the end of a temporary promotion or detail, the employee is either returned to his or her original position or to a position anywhere else in the agency with the same geographic location (as possible) and of a grade and pay rate equivalent to that from which originally selected and for which the employee is qualified.
