Supervisory Security Guard (Sergeant)
Summary Incumbents are commissioned as Special Police Officers and have the power of arrest. The incumbents operate on any of the four shifts. They are trained in the use of and carry firearms while on duty, provide for the protection of the very valuable and irreplaceable works of art on display or in storage at the Gallery. Incumbents are responsible for the prevention of crime and enforcement of Gallery rules and regulations, the laws of the District of Columbia and the United States. Responsibilities The incumbent: Responsible for the supervision of subordinates involved in the protection of all NGA property, visitors, and staff. Responsible for maintaining daily time and attendance of subordinates and bi-weekly submission of time and attendance documents to the departmental timekeeper. Provide administrative (payroll, leave) and technical (alarm systems, fire systems, lock and key) guidance to subordinates and take appropriate corrective action when necessary. Recommend and draft proposals for adverse and disciplinary action. Evaluates the job performance of GS-0083’s, GS-0085-6’s, & GS-0085-5’s, and advises and rates performance according to Performance Plan, and their supervisory relationship with subordinates. Reviews the performance appraisal reports of Security Officers assigned to his/her Team or shift. Enforce Title 18, Title 21 and Title 40 United States Code and Title 22 District of Columbia Criminal Code and other applicable criminal statues and the National Gallery of Art rules and regulations. Respond to incidents, situations and emergencies that may occur during the tour of duty. Incumbents remain as the Officer in Charge until relieved by higher AOP authority. Conduct security inspections of buildings and on the grounds of the National Gallery of Art to assure the thoroughness of post coverage and patrols by subordinate personnel. Qualifications Specialized Experience Statement: Candidates must possess at least one year of specialized experience, equivalent in responsibility to the federal GS-6 level as a security officer, directing the activities of subordinate personnel in law enforcement and security patrols, procedures, and techniques. Wear an equipment belt consisting of a weapon, keys, flashlight, radio, and other items that may have a total weigh of 10 pounds during his/her tour of duty. Ascend and descend stairways, fixed vertical ladders, and spiral stairways. Walk patrols in low light areas, on uneven surfaces, in both the interior and exterior of the Gallery for up to 2 ½ hours continuously without a break. Push, pull, slide, or lift doors, hatches or gates that may weigh up to 60 lbs. Hear normal conversation, alarms, radio transmissions, extraneous noises, etc. Verbally transmit information during face-to-face situations with visitor, staff, and public safety personnel. Should also be able to verbally transmit information via portable radio and telephones. Climb over or crawl under fixed obstructions such as utility pipes, ventilation ducts and other objects in non-public areas. Move quickly throughout the facility to respond to emergency situations, such as chasing fleeing suspects or responding to alarms. Merit promotion applicants must meet the time-in-grade requirement as defined in 5 CFR 300, Subpart F. One year at the GS-06 level is required to meet the time-in-grade requirements for the GS-07 level. You must meet all qualification and eligibility requirements by the closing date of this announcement.
