Supervisory Security Specialist
Summary You will serve as a Supervisory Security Specialist, Chief of Personnel Security, for U.S. Fleet Cyber Command presenting and defending command positions on controversial issues in the Personnel Security arena and supervising a team responsible for a wide range of security disciplines which consists of GG-0080-13 Security Specialists and below. This position is located in Fort Meade, MD. Responsibilities You will be responsible for the execution of the Command's security and SSO program, including oversight/compliance inspections on subordinate commands, reserve units, and contractor personnel. You will prepare and present findings orally, and in writing through position papers and presentations in a thorough and persuasive manner. You will supervise Regional Security Representatives in Georgia and Florida and be responsible for Personnel Security oversight of ALL domain SSO's. You will utilize technical skills to develop, deliver and implement a vision for the team that effectively meets the Command's mission and rapidly changing environment. You will serve as a liaison with the Department of the Navy (DON), Department of Defense (DOD), National level, non-Department of Defense and contractor agencies on security policy and procedures. You will process security investigations and manage the Electronic Questionnaire for Investigation Processing (EQIP). You will utilize knowledge of command security requirements to develop security policy, procedures, and programs to determine the loyalty, reliability, and suitability of personnel for entry and retention in sensitive/non-sensitive positions. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GG.GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector performing duties such as: 1) Executing day-to-day personnel security responsibilities of U.S. Fleet Cyber Command by initiating, developing, coordinating, and administering a broad personnel security program with policies and procedures relating to the continuous security evaluation of all employees and visitors; 2) Coordinating and conducting personnel security operations in accordance with command security requirements, policies, and procedures as they relate to various other intelligence community security programs to include Sensitive Compartmented Information (SCI) and Special Access Programs (SAP) of the DOD, DON, National Security Agency (NSA), Defense Intelligence Agency (DIA), and the National Reconnaissance Office (NRO); 3) Reviewing all items destined for publication, reviewing all material proposed for movement from one network to another ensuring no classified spillages occur and reviewing weekly operations briefings for correct classification as a Classification Advisory Officer; 4) As a supervisor, directing, assigning, and evaluating work to be accomplished by subordinates based on priorities, selective consideration of the difficulty, the requirements of the assignment, and the capabilities of the employees, and preparing schedules for completion of work.
