Summary About the Position: This is a permanent position with HQ USACE, Directorate of Contingency Operations, Operational Protection Division, located in Washington, DC. Responsibilities Provides direct supervision of 10 civilians, ranging in grades from GS-13 through GS-14 positions, four mobilized reserve military officers and, 1 active-duty military police officer with oversight throughout the world. Directs the implementation, and operation of an integrated security program to protect US Army Corps of Engineer (USACE) personnel, facilities, and assets from the entire spectrum of threats, including terrorism. Guides crisis management planning and execution in the event of terrorist attack, or other emergencies. Provides recommendations to the Chief of Engineers and other senior officials regarding new policy, resolution of complex vulnerabilities, crisis management, and possible responses to increased threats. Designs and implements the USACE Protection Training program addressing terrorist threats and protective systems for military, civilian, and contractor personnel. In conjunction with the Joint staff, Department of Army, and United States Army Training and Doctrine Command (TRADOC), sets up a program to train essential, protection personnel, and commanders. Represents the Command, Department of Defense (DOD), Joint Chiefs of Staff (JCS), and Department of Army (DA), at formal conferences, panels, and meetings. Conducts inter-service and inter-government coordination and planning on protection issues for both united states and overseas locations. Specialized experience: One year of specialized experience which includes experience with: 1) Managing anti-terrorism training programs; 2) assisting in the development and implementation of guidance for anti-terrorism Program; 3) participating in the development and implementation of an integrated force protection and security policy; 4) developing effective program plans and strategies related to force protection and anti-terrorism; and 5) performing supervisory/managerial responsibilities for internal staff. You will be evaluated on the basis of your level of competency in the following areas: Communications Leadership Program Security Security Education, Training and Awareness Security Program Management Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
