Summary About the Position: This is a permanent supervisory position with Headquarters, U.S. Army Corps of Engineers (HQUSACE), Small Business Office located in Washington, DC. This position will lead over 70 USACE small business professionals worldwide through required reporting on USACE's implementation of Federal programs designed to assist under-utilized business zone small businesses; service-disabled veteran-owned small businesses; and, minority institutions. Responsibilities Serves as Command Director for the Office of Small Business Program (OSBP) responsible for developing policy, establishing procedures and publishing direction and guidance for the Small Business Program (SBP). Plans and directs the USACE OSBP Program to ensure that small businesses are given an equitable opportunity to participate to the fullest possible extent in the USACE procurement programs. Serves as liaison with higher authority, Congress, other Government agencies, and the private sector. Develops and recommends policies, procedures and other guidelines in concert with the Directorate of Contracting, in support of USACE small business programs. Develops controls, coordinates and publishes small business program immediate and long-range objectives. Provides supervision to a headquarters staff and Division staff. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). Specialized Experience: To qualify based on your experience, your resume must demonstrate at least one year of specialized experience which includes 1) overseeing and directing a small business program which includes administration and review of small business contracts; 2) developing and revising the small business program's short-range and long-range plans, goals and objectives; 3) conducting market research related to small business acquisition; 4) interpreting, implementing, formulating and disseminating regulations and policies governing small business programs; and 5) planning, directing, and providing staff oversight to major subordinate organizations. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14). You will be evaluated on the basis of your level of competency in the following areas: Acquisition Strategy Addressing Small Business Concerns Communications Leadership Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. Additional Information Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required.
