Supervisory Supply Management Specialist

About the Position: Serve as the Chief, Supply Branch, Supply and Services Division, Logistics Readiness Center (LRC) and the Supply and Services Division alternate Contract Officer's Representative (COR) for contracts within the Division. Responsibilities Establish priorities and deadlines to provide for the overall accomplishment of the installation supply and services activities and/or other mission. Control the receipt, utilization, distribution, shipment, disposal, accountability, and maintenance of supplies, materials, equipment, and other property. Conduct internal review evaluations and supply performance studies to determine efficiency of support and service. Exercise the full range of supervisory duties over subordinate administrative, clerical, and trades and craft employees. Provide contract oversight through assigned Contracting Officer Representative and Quality Assurance Evaluation staff. Review, monitor, assess proposed changes, evaluate and certify contractor performance and customer service in the installation supply and services activities. Provide technical assistance services to the contracting officer to include proposed changes and or modification in workload, mission and contract provisions, and certification of services. Serve as the division alternate Contracting Officer's Representative (COR). Provide contract requirements development and contract monitoring support; assist in developing policy, performance work statements, statements of work, and other contract documentation. Develop, implement, evaluate, and improve processes and procedures to monitor the effectiveness, efficiency, and productivity of the organization. Perform a variety of special logistics projects and assignments. This definition of specialized experience is typical of work performed at the next lower grade/level position in the Federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Contracting Support Managing Human Resources Planning and Evaluating Supply Support Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11). Additional Information About the Location: This position is located at the Logistics Readiness Center (LRC), U.S. Military Academy, West Point. Located in the scenic Hudson River valley, only 50 miles from New York City, the U.S. Military Academy at West Point is a four-year academic institution, a nationally renowned historic site, and the oldest continuously occupied military post in America. The undergraduates, known as cadets, are commissioned as officers in the US Army upon graduation. Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration. You will be required to provide proof of U.S. Citizenship. One year trial/probationary period may be required. Direct deposit of pay is required. This position is not eligible for regular and recurring telework. This position is eligible for situational telework only, including emergency and OPM prescribed "unscheduled telework". Situational telework is approved on a case-by-case basis, where the hours worked were not part of a previously approved, ongoing, and regular telework schedule. Situational telework is sometimes also referred to as episodic, intermittent, unscheduled, or ad-hoc telework. Supervisor approval is required on a case-by-case basis. Position may be filled as a Term Appointment NTE 13 Months. Term appointments may be extended beyond six (6) years, up to eight (8) years depending upon the needs of management. With DoD approval, Term appointments may be extended beyond eight (8) years. Current permanent Federal employees (to include permanent Army employees) applying for a Term appointment will be appointed/converted into a Term appointment with no statutory return rights back to a permanent position.
