Supervisory Technology Transfer Specialist
Summary The NIH is a leader in medical breakthroughs, with the discovery of new biological molecules, processes and pathways, novel medical technologies, and innovative applications of existing medical knowledge. Many important medical breakthroughs begin in research laboratories at the NIH, and technology transfer facilitates the availability of these discoveries for the benefit of the public through licensing and collaboration agreements with the private sector. Responsibilities Serves as a full deputy and alter ego to the OTT Director, and fully shares the direction of all phases of the organization's program and work as required by the Director. Oversight involves creating a work environment dedicated to customer service; implementing strategies that maximize employee potential; fostering high standards of excellence; developing program effectiveness measures; acquiring and administering resources as an Agency representative while instilling public trust and accomplishing the missions of OTT and the NIH; and building key professional relationships that benefit OTT and the NIH technology transfer community. Maintains effective collaborative relationships and liaises with the IC Technology Development Coordinators (TDCs) and corresponding technology transfer offices, the HHS Office of the General Counsel (OGC), and the NIH Office of Science Policy (OSP) in order to help ensure alignment of OTT's services with the needs and priorities of the Institutes and Centers and the overall NIH intramural research program. Provides leadership, oversight and direction of the License Compliance and Administration Unit and performs the full range of supervisory functions in directing the unit. Serves as OTT lead in seeking to obtain a fair financial return on the public's investment through the administration of licenses and to ensure that licensees diligently pursue development of NIH and CDC technologies to benefit the public health. Serves as the OTT's principal authority on Royalties Administration and Monitoring and Enforcement. Supervises unit that manages a license portfolio of over 1,000 active licenses that provide between $78M - $600M+ in royalties annually, focused on healthcare technologies including therapeutics, diagnostics, and vaccines. Requirements Conditions of Employment Qualifications You qualify at the GS-15 level, if you meet the following qualification requirements: Education: You must possess a Bachelor's degree, or graduate/higher level degree with major study in an academic field related to the medical field, health sciences or allied sciences appropriate to the work of this position. This degree must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the degree was obtained. AND Specialized Experience: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS14 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: leading the activities of a unit or team to accomplish long-range work plans and objectives; collaborating with legal, technology transfer and licensee organizations to achieve fiscal and program objectives; overseeing and administering an invention licensing and royalties portfolio; AND formulating and implementing new policies and procedures related to technology transfer.
