Supervisory Transportation Management Specialist
Summary About the Position: The incumbent plans, directs, coordinates, and supervises the day-to-day operations, personnel management and internal management program responsibilities for the G-4, Mobility Division. Has responsibility for all facets of Mobility and Transportation management for ARNORTH. Develops staff guidance, operational policies, procedures, and other criteria to assure timely and effective accomplishment of mission. Responsibilities Provide direction for analyses of the deployment/redeployment of Army personnel, materiel, and equipment by all transportation modes through the NORTHCOM and ARNORTH AOR. Prepare and coordinates documents to communicate requirements to higher and subordinate units such as Operations Orders (OPORD), Fragmentary Orders (FRAGOs). Conduct planning and analysis using automated systems: Global Command and Control System (GCCS), Joint Operations Planning and Execution System (JOPES), Joint Flow and Analysis System (JFAST). Serve as the senior ARNORTH representative on transportation related conferences, identifies problem areas, and recommend improvements. Provide authoritative guidance for planning, developing, and executing transportation plans, programs, and operations in support of NORTHCOM Homeland Defense and Defense Support to Civil Authorities. Responsible for developing, refining, and improving ARNORTH strategic mobility policy and procedures. Serve as the Division expert in strategic mobility, deployment, and redeployment processes, and applicable policy and doctrine. Perform the full range of supervisory duties and responsibilities. Plans work to be accomplished by subordinates, sets priorities, and establishes work schedules for subordinates. Provide strategic Mobility guidance, direction, and input for NORTHCOM and ARNORTH Operational Plans (OPLANS), Concept Plans CONPLANS and other strategic planning documents. Specialized Experience: One year of specialized experience which includes analyzing and resolving transportation and distribution related issues and programs that impacts DOD and local civil authorities taking part in the movement of military material and personnel during catastrophic events or training exercises; advising personnel and leadership on transportation guidance, policy and procedures; Managing personnel providing transportation support services or administrative support requirements on a wide-ranging program of personnel and equipment distribution and transportation management policies, procedures, principles, practices, and programs for the movement of Army and DoD personnel, equipment and supplies during exercises, time of war, and/or normal operating conditions. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-13). Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted. You will be evaluated on the basis of your level of competency in the following areas: Joint Perspective Manages Human Resources Planning and Evaluating Transportation Policy and Regulation Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
