If so, we want you to join our Team as a Supply Chain Subcontract Specialist by applying your experience in supply chain management, or related fields, to include business and financial planning, contracts administration, project management, logistics, or manufacturing. This position will be located on-site at Sierra Vista, AZ or Clearfield, UT.
Essential Functions:
Collaborates on subcontract specifications, work statements, and terms and conditions for the procurement of specialized materials, equipment, and/or services.
Responsible for material quoting activities such as obtaining quotes, filling out Bills of Material, source selection, creating Basis of Estimates and ensures compliance with all public law requirements as well as company (and business) policies and procedures including import/export regulations.
Identify and mitigate proposal risks as they pertain to material requirements.
Coordinates and collaborates with key stakeholders such as contracts, engineering, quality, supplier development, planning, operations, program and end-users.
Prepares bid packages, conducts bidders conferences, analyzes and evaluates proposals, negotiates subcontract provisions, selects or recommends subcontractors, writes awards, and administers resulting subcontracts.
In conjunction with quality organization, evaluates and monitors supplier quality and reliability, as well as supplier ability to support required delivery schedules.
Identifies strategies and opportunities to reduce cost, improve efficiency and manage risk through strategic and targeted negotiations.
Employs sound business practices and assesses supplier performance as part of follow-up activities.
Manages and develops strategic/key suppliers.
Forecasts, reviews and approves supplier payment as needed.
Utilizes process tools such as Lean Six Sigma with suppliers to drive quality, efficiency and continuous improvement.
Execute teaming agreements and non-disclosure agreements, which may include several parties.
Negotiate and coordinate additions, deletions, or modifications to subcontracts.
This position will negotiate with both large businesses and small businesses on a variety of complex-type contracts.
This position must have an understanding and application of principles, concepts, practices, and standards. Full knowledge of industry practices. Independently demonstrates the skill and ability to perform complex professional tasks. Contributes to the development of new concepts, techniques, and standards. Able to communicate effectively and clearly present technical approaches and findings. Able to be creative in finding solutions to resolve issues.
This position will develop solutions to complex problems, which require the regular use of ingenuity and innovation. Ensures solutions are consistent with organization objectives.
This position will attend program meetings and may be required to present to groups. Must be able to work independently and have strong organizational skills.
Basic Qualifications
Must have a High school diploma or GED with at least 6 years of related experience; will consider 2 years of experience with a bachelor's degree
Experience must be related to subcontracts management, contracts management, proposal price/cost analysis, and/or strategic sourcing
Must be knowledgeable of the FAR/DFARS and processes and/or procedures required to be followed in order to be in compliance with FAR/DFARS.
Strong knowledge of Microsoft Office Applications
Ability to obtain and maintain a Secret Clearance
Preferred Qualifications
Experience with SAP
Experience in supporting different contract types including cost types and all aspects of contract management from contract award through contract closeout.
Prior Government or Aerospace procurement/buying experience
Knowledge of FAR/DFAR
Salary Range: $62,200.00 - $93,400.00The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
