Summary THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION. This National Guard position is for a SUPPLY TECHNICIAN, Position Description Number D0915000 and is part of the PA Army Aviation Support Facility 1, National Guard. 1 or more Position(s) may be hired against this Announcement. Responsibilities As a SUPPLY TECHNICIAN, GS-2005-07, you will responsible for all phases of DLR and CLIX repair/repairable items procurement andreturns program. Assist/perform the Property Book operations in the area of inventory and storage management, and equipment coordination. Analyzes supply transactions or provides customer service for urgent critical shortage items and items requiring special handling when established procedures are not applicable. Within funding limitations determines stock replenishment levels for centrally controlled items. Assures that supplies and monies are not wasted through excess accumulation. Establish procedures for management of calibration, testing of TMDE, and monitors tool room operations, to include accounting for, issuing and replacing tools. May oversee subordinates, when organization and workload does not support a full-time supervisor, that are performing material and resource tracking (i.e., DLR, CLIX, andrelated budgets), special TDME/tool transactions and hazardous material accountability. Perform other duties as assigned. Requirements Conditions of Employment Qualifications APPOINTMENT STATUS: EXCEPTED This is a Dual Status Excepted Service Technician position in the Pennsylvania Army National Guard. AREA OF CONSIDERATION: Bargaining Position AOC 1: NG Employees at the Army Aviation Support Facility 1 AOC 2: NG Employees in the State Army Aviation Office (This includes AASF 1, AASF 2, and EAATS)AOC 2: NG Employees in the State Army Aviation Office (This includes AASF 1, AASF 2, and EAATS) AOC 3: NG Employees of the Pennsylvania National GuardAOC 3: NG Employees of the Pennsylvania National Guard AOC 4: All service members of the Pennsylvania National GuardAOC 4: All service members of the Pennsylvania National Guard AOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANGAOC 5: Individuals who are currently serving in another branch of service who are willing to become members of the PANG Military Grades: ENLISTED E1 to E6 Supervisor for this position is SSG Lentz GENERAL EXPERIENCE: Experience, education, or training in a variety of operations or situations concerned with substance or content of supply actions, requiring ability to decide course of action to take, considering the circumstances or conditions encountered. Experience using computer and automation systems. SPECIALIZED EXPERIENCE: Application must indicate at least 12 months experience, education, or training which demonstrates a thorough knowledge of governing supply regulations, policies, procedures, and instructions applicable to the specific assignment. Experience conducting extensive searches for required information; reconstructing records for complex supply transactions; and/or provide supply operations support for activities involving specialized or unique supplies, equipment, or parts. Experience performing routine aspects of supply work based on practical knowledge of standard procedures, where assignments include individual case problems related to a limited segment in one of the major areas of supply management. QUALITY OF EXPERIENCE: Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled. Technicians eligible for re-promotion will be considered prior to using competitive promotion procedures, except when another technician has a statutory or regulatory right to be placed in or considered for the position. In accordance with section 9902(h) of title 5, United States Code, annuitants reemployed in the Department of Defense shall receive full annuity and salary upon appointment. They shall not be eligible for retirement contributions, participation in the Thrift Savings Plan, or a supplemental or redetermined annuity for the employment period. Discontinued service retirement annuitants (i.e., retired under section 8336(d)(1) or 8414(b)(1)(A) of title 5 United States Code) appointed to the Department of Defense may elect to be subject to retirement provisions of the new appointment as appropriate.
