Summary About the Position: You will serve as a Supply Technician supporting a multi-purpose hydro-electric dam. The Portland District operates 13 dams in the Willamette River basin. Each dam contributes to a water resource management system that provides flood risk management, power generation, water quality improvement, irrigation, fish and wildlife habitat, and recreation on the Willamette River and many of its tributaries. Responsibilities Procuring supplies, services, and equipment in support of power generation, flood damage control, recreation and environmental stewardship, and fish and wildlife functions. Coordinating with mechanical and electrical engineers, biologists, and maintenance employees to understand, identify, and locate items to satisfy requirements. Performing various related functions such as automated and manual files maintenance. Staying abreast of the latest policies, procedures, regulations, and laws related to purchasing, property management, and supply activities on the project. Utilizing warehouse and clerical staff as appropriate to accomplish supply functions and property management. Requirements Conditions of Employment Qualifications Who May Apply: US Citizens In order to qualify, you must meet the education or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Minimum Qualifications GS-06: Specialized Experience: One year of specialized experience which includes 1.) generating purchase requests; and 2.) reviewing supply records using an automated system. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-05) -OR- Education: A half year (i.e., 9 semester hours) of graduate level education in a field directly related to the work of the position, such as Logistics Management, Business Administration, Supply Chain Management. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 9. Add the two percentages. Minimum Qualifications GS-07: Specialized Experience: One year of specialized experience which includes 1.) generating purchase requests; 2.) reviewing supply records using an automated system; 3.) using ordering officer authority for purchase card; and 4.) using an automated financial management system for obligating finances. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-06). -OR- Education: One full year of graduate level education in a field directly related to the work of the position, such as Logistics Management, Business Administration, Supply Chain Management. -OR- Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) by 18. Add the two percentages. You will be evaluated on the basis of your level of competency in the following areas: Customer Service (Clerical/Technical) Inventory Management Reasoning Sourcing Education FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
