Please see Additional Information section below.*** You will serve as a SUPERVISORY IT SPECIALIST (PLCYPLN) of COMFLEACT SASEBO. Responsibilities You will be responsible for providing guidance and technical management of Information Technology (IT) applications, legacy systems, and base communications for the Commander, United States Naval Region Japan (CNRJ). You will plan the work to be accomplished by subordinates, set and adjust short-term priorities and prepare schedules for completion of the work. You will assign work based on priorities, selective consideration of the difficulty and requirements of the assignments and the capabilities of the subordinates. You will manage and execute the information technology Command and Control Program that centralized program coordination and policy direction at the Commander, CNIC, HQ Program Director level. You will review IT programs to asses overall compliance with IT plans and policies and alignment with business requirements, make recommendation to respond to changes in the organization’s business requirements. Requirements Conditions of Employment Qualifications In addition to your experience demonstrating the four competencies below, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing business requirements related to information technology (IT) systems as well as planning, managing, and overseeing IT projects. 1.Attention to Detail - Is thorough when performing work and conscientious about attending to detail. IT-related experience demonstrating this competency include plan and coordinate projects that involve multiple stages of in the systems development life cycle management process, systems design, development and implementation. 2.Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. IT-related experience demonstrating this competency include develop strategic plans to implement cross-organizational networks and infrastructure changes that impact on the information and security of assets. 3.Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. IT-related experience demonstrating this competency include: influence, inform, obtain concurrence and provide data with individuals or groups who represent divergent backgrounds, interests and points of view. 4.Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. IT-related experience demonstrating this competency include: identify and resolve IT workforce issues to develop knowledge management program plans, policies and standards. Education There is no substitution of education for this position. Priority consideration will be given to military spouse preference and family member preference eligible residing in the commute area of the duty location for this position. Commute area is defined as the geographic area surrounding the duty location in which people can reasonably be expected to travel back and forth daily. Military Spouses and Family Members may apply 30 days before their anticipated arrival date. However, they will not receive preference until arrival at the foreign location. Additional documentation may be required prior to granting preference. Military spouses and family members who are appointed may not extend longer than 2 months following the transfer of the sponsor from the commuting area of the foreign duty station; 2 months beyond the separation of the appointee's sponsor; or any time beyond the time employee ceases to be a family member. Pay retention may be granted when certain conditions are met. Certain incentives (such as Recruitment and Relocation ) may be authorized to eligible selectees.
