Summary You will serve as a Supervisory IT Specialist (Policy & Planning / Systems Analysis) in the Information Technology/Information Management Department of FLTREADCEN EAST. Responsibilities You will establish and refine organizational structures, allocate development resources, define team roles, and implement realignments to enhance efficiency and adaptability in response to evolving project needs. You will provide expert guidance on agile methodologies, technical best practices, and administrative processes, ensuring teams receive the necessary training and professional development. You will delegate tasks effectively, set priorities aligned with business objectives, and ensure teams understand project goals, development strategies, and available resources. You will oversee the implementation of structured and disciplined project management methodologies, ensuring efficient execution and delivery of IT solutions within SharePoint, the Microsoft Power Platform, and MVC frameworks. You will collaborate with senior leadership and cross-functional teams to define strategic roadmaps, evaluate emerging technologies, and manage IT solutions across multiple business units. Requirements Conditions of Employment Qualifications Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. (1) Establishing and chartering organization components, allocating personnel resources, designating new or revised project and functional responsibilities, and executing realignments or reorganizations to improve effectiveness and respond to program changes; (2) Providing expert and authoritative advice, counsel, instruction, and decisions on both technical and administrative matters to employees and making provisions for employee development and training needs; (3) Delegating work and assigning priorities of effort to assigned staff and ensuring subordinates' understanding of objectives for assigned work, the strategies used to pursue those objectives, and resources allocated to support program efforts; (4) Overseeing the application of structured and disciplined project management methodology processes used in the management of the IT portfolio of projects/initiatives assigned to the agency; and (5) Supporting higher level managers, internal and external, in the development of strategy, selection, evaluation and management of IT solutions and serving as a point of contact between various field offices.
