Overview
The Supervisor – Pole Attachment Services is responsible for the management of PPL Electric Utilities (EU) and Rhode Island Energy (RIE) third party Pole Attachments Program. This includes all activities associated with regulations, managing license agreements, attachment records, rental billing and collections, applicable codes and specifications, the make-ready survey, engineering and design process, attachment transfers and double wood removals. This position is responsible for the oversight of the Pole Attachments Services project team, ensures adherence to regulated project timelines and agreements, and maximizes the revenues that PPL EU & RIE realizes from third party use of its poles and underground conduit. Must have a strong leadership approach and the ability to influence a wide range of subject matter experts to accomplish the overall mission of the organization. Must be goal oriented, action-focused, pragmatic, and self-disciplined. In addition, she/he must excel at project planning, organizing, communication, team motivation, and delegation.
Responsibilities
• Lead the Pole Attachment Service team to meet business objectives and work scope requirements.
• Interface regularly with PPL representatives of the Legal, Regulatory and Government Affairs, Engineering, Accounting, and other groups, as well as representatives of attaching entities and public officials.
• Responsible for the management of project contracts including scope-of-work development, the bid process(working with the Contract Management team), identify upcoming contract obligations, develop dispute resolution options, and assist in contract final closure. Oversight on the invoice/payment process andupdates/ Q/A to the financial systems.
• Clarify and interpret attachment agreements to ensure compliance by PPL personnel and attaching entities. Analyze information gathered from the Federal Communications Commission, Pennsylvania Public Utility Commission, and other regulatory bodies to identify issues which may affect attachment agreements and Essential Functions associated PPL policies and procedures currently in place. Re-negotiate or update these agreements, policies, and procedures as required to ensure legal compliance and meet PPL strategic objectives.
• Responsible for all project management activities for assigned portfolio throughout the project lifecycle (planning, detailed design, construction, close out and turnover to operations) on assigned project portfolio.
• Responsible for project changes (scope, budget, and schedule) are managed through the project governance structure that has been implemented by PPL EU management.
• Proactively identify risk and mitigation plans, monitor project status, recognize negative trends and project variances, and coordinates corrective action.
• Reviews, Interprets, and creates contract language requirements.
• Resolve internal and external customer attachment problems quickly and thoroughly.
• Proactively develop and maintain interpersonal relationships with all entities that attach to PPL facilities.
• Take ownership and delivery responsibility for special projects and company initiatives. Provide ongoing reconciliation between long-term goals and short-term actions. Initiates and implements new technologies,
methodologies, process, and procedures that will support PPL's long- and short-term goals.
• All positions in which driving is an essential function of the job, regardless if the job code is marked safety sensitive or not, will also be included as safety sensitive.
• May be assigned an Electric Utilities emergency and storm role. This is a special assignment that comes into play during storms and other emergencies when the company needs to restore power or respond to other issues affecting customer service. This role may necessitate the need to work after-hours, outside of your normal schedule.
• The company reserves the right to determine if this position will be assigned to work on-site, remotely, or a combination of both. Assigned work location may change. In the case of remote work, physical presence in the office/on-site may be required to engage in face-to-face interaction and coordination of work among direct reports and co-workers.

1. Bachelor's Degree
2. 5+ years of working experience
3. Strong skill set around budgeting, cost control, scheduling, reporting and writing skills
4. Strong skill set around reading and interpreting contracts
