Summary About the Position: THIS POSITION IS WITH US ARMY COMBAT CAPABILITIES DEV CMD AVIATION & MISSILE CENTER STAFF REDSTONE ARSENAL, AL 35898 Responsibilities Coordinates and collaborates with key personnel from the organization and higher headquarters on identifying, addressing, and resolving programmatic issues. Serves as a technical expert and senior advisor on human resources solutions that focus on the development and execution of recruitment plans, strategies and innovative business practices. Supervises, manages, and directs through subordinate supervisors. Review and analyzes higher echelon policy and regulations related to organizational initiatives; evaluates effectiveness of current policies and practices. Serves as a supervisor and organizational leader overseeing a team of HR Professionals Serves as the primary POC with AFGE Local 1858 on all labor-related matters. Supervise the efforts of organizational personnel engaged in Demo STRL authorities, awards and recognition, SES/ST/SL Program Management, and in/out processing, among other programmatic and policy areas. Collaborate with senior leaders to execute organizational mission and goals as the relate to labor relations, STRL authorities, legislation, initiatives, proposals and other human capital topics. You will receive credit for all qualifying experience, including volunteer experience. To qualify for this position you must also meet the qualification requirements listed below: Specialized Experience: One year of specialized experience which includes: 1) Serving as technical expert on human resources programs such as staffing, labor relations, performance management and Science, Technology Reinvention Laboratory (STRL) authorities; 2) Managing a subordinate staff of employees performing a wide variety of Human Capital functions to enable the linkages between the supporting role to the organization's short- and long-term mission goals and objectives; AND 3) Applying communicative techniques to effectively and diplomatically interact with and advise internal and external customers. This definition of specialized experience is typical of work performed at the next lower pay band (DE-04) or equivalent grade level position (GS-14) in the federal service. You will be evaluated on the basis of your level of competency in the following areas: Leadership Personnel and Human Resources Strategic Thinking Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (DE-04/ GS-14). Education Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
