SUPVERVISORY INSTRUCTIONAL SYSTEMS SPECIALIST
Summary You will serve as a SUPERVISORY INSTRUCTIONAL SYSTEM SPECIALIST in the Training Directorate of the Center for Security Forces (CENSECFOR) Joint Expeditionary Base Little Creek of CENTER FOR SECURITY FORCES. Responsibilities You will provide expert advise and effectively monitor and oversee the development, review, and revision of instructional materials. You will manage Course Development and Revision Process. You will design and propose solutions that make optimal use of innovative tools and training delivery methods to reduce time-to-train/Individuals Accounts and provide maximum return on investment. You will analyze the learning objectives and corresponding measurement instruments. You will plan and assign work of employees based on priorities, consideration of difficulty and the capabilities of employees. You will provide advise and instruction to employees on both technical and administrative matters. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Analyzing and implementing directives and programs related to antiĀ¬terrorism/force protection, security operations, expeditionary warfare, Code of Conduct and small craft operations. Utilizing policies and procedures, such as Navy training administration, principles and techniques of delivering instruction, the Naval Education and Training Command (NETC) Content Development and Revision Process, and management of risk training and instructional measurement methods and principles. Evaluating assessment instruments and grading criteria to ensure consistency with sound educational theories and practices; Developing course curricula and advising on the design of instructional systems and applications of instructional technology; Reviewing and making recommendations to contracts for training programs and monitoring adherence to contract specifications to improve training effectiveness. Performing supervisory duties such as assigning work, providing advise and instruction, resolving complaints and interviewing candidates. The course work must have included study in at least four of the following five areas: Learning theory, psychology of learning, educational psychology: Study of learning theories as they relate to the systematic design, development, and validation of instructional material. Instructional design practices: Study of the principles and techniques used in designing training programs, developing design strategy and models, and applying design methods to the improvement of instructional effectiveness. Educational evaluation: Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments. Instructional product development: Study of the techniques appropriate for developing training materials, including identifying learner characteristics, specifying objectives, applying training strategy, validating training materials, and evaluating training. Computers in education and training: Study of the application of computers in education and training, including selecting appropriate computer software.
