Position Summary
The Surveying Manager position at the WB is unique because it oversees the Survey Team with regard to mapping, boundaries, and construction and also the Right-of-Way Team with regard to easement or property acquisitions, property rights research and an assortment of document preparation and coordination. The Surveying Manager and Teams also participate/coordinate with other WB groups and the Oregon Water Resources Department (OWRD) to maintain, report and /or prove-up various permits and water rights within the state.
Duties and responsibilities include:
+ Manage and direct the development, implementation, and evaluation of work programs, plans, processes, systems and procedures related to surveying and right-of-way services groups for the Portland Water Bureau
+ Manage and direct land surveying activities integral to the planning, design and construction of capital projects and maintenance of the water system.
+ Review and analyze survey requests for legal, technical, professional and operational surveying and mapping requirements.
+ Oversee development of survey cost estimates, survey team rates, project scope, technical support, final deliverables and resource allocation to ensure project completion.
+ Manage surveying contracts for specific project and on-call Professional Land Surveying services.
+ Collaborate and coordinate right-of-way, easement or other property rights acquisition with right-of-way staff; understand the concepts of eminent domain.
+ Collaborate and manage right-of-way acquisition and/or appraisal services for acquiring various property rights.
+ Understand the basic concepts water rights play in the State of Oregon, the duties, responsibilities, and requirements of being a Certified Water Rights Examiner in Oregon, and the importance of water rights for a water utility in Oregon.
+ Develop performance requirements and personal development targets for survey and right-of-way staff; evaluate performance, provide coaching and coordinate performance reviews through Success Factors software.
+ Provide leadership to attract, develop and retain a diverse, competent, and service-oriented staff that support the City’s and Bureau’s mission, objectives and service expectations including an equitable and respectful workplace.

This position is a member of the Engineering Services Group (ESG) within the Water Bureau. The ESG plans, designs, permits and monitors construction of a wide variety of capital projects to help maintain the water system in serving excellent water every minute of every day to over one million customers.
