The International Rescue Committee (IRC) is implementing an Integrated Emergency Response to the displaced
population in Zamfara, Sokoto and katsina Northwest Nigeria covering Zamfara, Katsina, and Sokoto states, in collaboration with consortium partners Cooperazione International (COOPI), Alliance for international Medical Action (ALIMA), Life Helpers Initiatives (LHI), and Grassroot Initiative for Strengthening Resilience (GISCOR). This project aims to deliver critical, lifesaving support to conflict-affected populations in these regions.
As part of this effort, IRC seeks to engage a consultant, hereafter referred to as the “Service Provider, to work with key stakeholders across the three states of Zamfara, Sokoto and Katsina states to develop a robust sustainability framework for the Integrated Emergency Response Project of the Displace Population of Sokoto, Katsina and Zamfara states. This consortium has implemented various programs aimed at improving the social and economic well-being of communities in Northwest Nigeria. With these projects progressing, a sustainability plan is essential to secure long-term impact and continuity beyond current funding cycles.

Objective of the consultancy
The primary objective of this consultancy is to develop a sustainability plan that will:Ensures continuity of current initiative i.e. the BHA funded project, “integrated emergency response tothe displaced population in Zamfara, Sokoto and Katsina States, NW NigeriaEncourages ownership from stakeholders for local, State and National level.Sustainability Framework that aligns the project goals with LGA, state and National priorities.Provides a framework for resource mobilization, capacity building, and long-term viability.Scope of Work The consultant will undertake the following tasks:Engage with line ministries, departments, agencies that are relevant to the project. (Ministry of Justice, Ministry of Women Affairs and Child Development, Ministry of Health, Primary Health Care, RUWASSA, Ministry of Budget and planning, Katsina State Social Investment programme Agency (KASIPA) and Ministry of Humanitarian Affairs. Based on the peculiarity of each State.Engagement meeting with the MDAs to come up with the sustainability framework that outlines key goals, objectives, and strategies for long-term success.Production of sustainability framework per states (Sokoto, Zamfara, Katsina)Facilitate consultations and meetings with stakeholders, including state and local government officials, community leaders, partner organizations, beneficiaries, and relevant NGOs to explore their views on the sustainability roadmapEstablish performance metrics and timelines to evaluate progress on sustainability milestones.Develop an implementation plan, including capacity-building recommendations for local stakeholders to foster ownership.Identify potential risks and outline mitigation strategies.Conduct stakeholders for feedback and validation. Presentation of Findings and Final Report Present the draft sustainability framework for each state encompassing performance metrics and timelines, implementation plan, including capacity-building recommendations, potential risks and outline mitigation strategies.Submit a final report detailing the sustainability plan, stakeholder feedback, and actionable recommendations.Document best practices and lessons learned for future reference. Expected Deliverables
The Consultant (Service Provider) is expected to deliver the following:
Inception Report – Detailing the consultant's stakeholder engagement plan and alongside technical proposal, methodology, and timeline for the initiation before awarding of the contract.Stakeholder Engagement Report – Summarizing feedback, priorities, and insights from consultations.Draft Sustainability Plan – Including assessment findings, proposed sustainability framework, implementation strategies, and funding options.Final Sustainability Plan – A refined document incorporating stakeholder feedback and practical recommendations for each of the three states.Detailed sustainability framework for the three states and implementation roadmaps.Duration of Assignment: The consultancy is expected to be completed within 22 working days from the start date of the engagement. A detailed timeline of activities and milestones will be discussed and agreed upon with
the selected consultant.
Payment’s methods:Partial payment of 30% before commencement and then 70% of submission of the final report and approval by the IRC.
