Leads and directs a team of professionals. Requires a comprehensive understanding of multiple areas within a function and how they interact in order to achieve the objectives of the function. Applies in-depth understanding of the business impact of technical contributions. Strong commercial awareness is a necessity. Excellent communication skills required in order to negotiate internally, often at a senior level. Some external communication may be necessary. Exercises control over resources, project and budget policy formulation and planning. Primarily affects a sub-function. Involved in short- to medium-term planning of actions and resources for Information Management Technology Team. Full management responsibility of a team or multiple teams, including management of people, budget and planning, to include performance evaluation, compensation, hiring, disciplinary actions and terminations and budget approval. **Responsibilities:** + Manage best-in-class program and project management for the assigned Book of Work across Information Management Technology Team in partnership with other Program Managers across Technology, Businesses and other functions. + Accountable for managing the project lifecycle for a complex cross functional body of work concentrating on financial, budget, resources and vendor management, milestones reporting and management. + Work across scrum teams and across organizations. May be assigned to deliver the multi-year roadmap for the book of business. + May plan the associated technology roadmap for Global Digital and influence dependent organization’s roadmaps by contributing to their planning documents and goal setting exercises. + Drive and influence transformational change in the evolution of our end to end product delivery using agile development methodology. + Have a comprehensive understanding of the business domain, the systems, and the products in your space; understand their accountabilities, boundaries, limitations, scale factors. + Sets guidelines for appropriate staffing requirements to meet operational needs across the technology unit for full time and vendor partnership. + Impacts the IT project leadership function by strategic influence and by exercising control over resources, budget management and planning; accountable for end results. + Understand technical program management and engineering best practices and apply best practices to the software development lifecycle (SDLC) for projects based on experiences with a number of agile and blended approaches, as well effectively coordinating the implementations across teams using very different approaches + Excellent communicator and comfortable communicating to all levels of the organization both in writing and in person. Articulate progress against goals, scorecard metrics, and committed roadmaps. + Active participant in the community sharing your Citibank program management knowledge within your organization and more broadly presenting at both internal and external events. + Work across organizations looking for ways to align teams, technologies (i.e. the infrastructure used to build/deploy/operate services), and organizations to simple coherent approaches that optimize organizational structures and operating mechanisms. Recognize prior failure patterns and help teams avoid repeating these mistakes. + Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets, by driving compliance with applicable laws, rules and regulations, adhering to Policy, applying sound ethical judgment regarding personal behavior, conduct and business practices, and escalating, managing and reporting control issues with transparency, as well as effectively supervise the activity of others and create accountability with those who fail to maintain these standards. **Qualifications:** + 10+ years of experience in global and complex settings with multiple stakeholders. + 8+ years of relevant experience for program management of technology team + 8+ years leading technical people/projects with demonstrated success of strong leadership and communication skills. + 7+ years’ experience in financial analysis and reporting, preferably in a technology or software development organization. + 7+ years’ experience with resource/vendor/ financial management with global teams (Must have resource management (full time and vendor management), budget for software, hardware and resources, risk management, finance management experience ) + 3+ years global bank environment experience + 3+ years experience delivering with an agile methodology + Negotiating skills, demonstrated collaborative and consensus building strengths. + Strategic and analytical thinker who can analyze technical data to make appropriate process/business decisions/recommendations and shape business strategy. + Demonstrated experience making technical presentations to all levels of management across the organization in both small and large settings. + Strong communication (verbal/written) skills, with an ability to manage internal and external relationships up to senior levels of management. + Proficient in engaging and influencing large technical teams and executive leaders. + Experience managing confidential data. + Strong analytical and quantitative skills; Data driven and results-oriented + Skilled at working with third party service providers + Excellent written and oral communication skills + Ability to work with seamlessly with remote teams
