Under the general direction of the Chief Medical Officer, the SVP & Chief Pharm Officer, ISD will direct the development, implementation and ongoing administration of the UPMC Health Plan Pharmacy Program. The SVP & Chief Pharm Officer, ISD is responsible for the effective leadership of the Health Plan's pharmacy programs to maximize customer satisfaction and health quality at minimal costs. Accountability includes, but is not limited to: development and implementation of a strategic business plan, pharmacy operations, pharmacy marketing, formulary management, clinical initiatives, budgeting and forecasting, and contract negotiation and management for all related lines of business. The SVP & Chief Pharm Officer, ISD & SVP, Spec Pharm Srvcs works with a broad spectrum of UPMC Health Plan, UPMC Health System and the University of Pittsburgh School of Pharmacy personnel and physician leaders to lead the overall strategy of the Health Plan's pharmacy program. As a member of senior management, this matrix position contributes to the development of, and integration with, the UPMC Health Plan business strategy and success.
**Responsibilities:**
+ Communicate effectively in individual and groups situations. Interface with external partners, clients, or customers, to ensure optimal prescription benefit design, implementation, and processes.
+ Direct the development of a marketing and branding strategy for Pharmacy Programs which complement the success of the Health Plan.
+ Maintain effectiveness in varying environments and with assigned tasks.
+ Effectively collaborate with Health Plan colleagues to assess/ensure full comprehension of objectives, purposes and goals, and empower subordinates toward successful task accomplishment. Select, develop, support and reward an exemplary pharmacy management staff, and ensure their continued competence.
+ Regularly review, analyze and revise all departmental processes, procedures, and systems (operations, financial, clinical, etc.) to comply with the business plan and Health Plan processes and strategy.
+ Contribute to the leadership and strategic direction of the UPMC Health Plan.
+ Collaborate with the Chief Medical Officer in regards to the development, implementation and ongoing evaluation of pharmacy clinical resource management, quality management and quality improvement programs. Work closely with the UPMC Health Plan Clinical Services Department to evaluate impact of pharmacy data on the continuum of care.
+ Develop, implement and manage a business plan for Pharmacy Programs. Establish a documented course of action, with alternatives, to accomplish short and long-term goals. Assess and develop an organizational structure that enables the achievement of the plan.
+ Evaluate, establish and monitor the Pharmacy Program budgets to ensure appropriate allocation of resources.
+ Direct the development, implementation, and ongoing evaluation of the Health Plan's prescription drug program offerings. Develop and manage pharmacy initiatives that efficiently focus on quality and appropriate pharmacy utilization.
+ Establish best practices for pharmacy customer/member services through ongoing surveys and assessments of constituent satisfaction. Ensure the timely analysis of this information and implementation of appropriate improvement processes.
+ Oversee contracting functions, the RFP process, and negotiate with outside vendors and business partners such as external PBM's, pharmaceutical companies and network pharmacies, in a manner that maximizes outcomes for the Health Plan and clients.
Master's degree in business administration (or equivalent) or health management related field preferred. Senior level manager with at least five years of experience in health care delivery systems management in a managed care environment. Strong working knowledge of finance, management information systems, prescription benefit management (PBM) operations and clinical resource management. Knowledge and experience with specialty pharmacy programs is desirable. Must be an excellent face-to-face communicator and have the ability to work effectively with major pharmaceutical manufacturers. Ability to mentor and manage staff at the director level position is required
