Purpose

Perform advanced reporting, analysis, auditing, and reporting of financial data for Procurement and Payment Services in accordance with state, local, and university regulations, policies, and procedures. Manage and provide contract reports such as the Legislative Budget Board, Transparency Report, and Air Charter Report in compliance with reporting requirements for the UT System Board of Regents, Legislative Budget Board, the Texas Comptroller, and all applicable state and federal laws. Provide training and information to University personnel regarding processes, ensure data integrity, and create reports. Collaborate with internal and external contacts to solve problems effectively.

ResponsibilitiesConduct and manage  reports for various entities, ensuring compliance with all relevant regulations. Maintain transparency reports and LBB reporting per state requirements.Maintain the GPO database of valid contracts and expiration dates. Track GPO participation and campus training regarding GPOs. Track PPS rebates and verification of the amount per the contracts.Assist in the development of clear policies, train employees, implement strong internal controls, and leverage technology for process automation.  Assist with University credit card audits and record retention of audit findings.Foster interdepartmental collaboration for comprehensive compliance strategies. Promote university sustainability in procurement plans and guidance.Participate in change management strategies to align policies and compliance with department, University, and Texas requirements.  Review policy or procedure change requests to ensure alignment with University policies.  Maintain versioning of updated policies, procedures, and website content.Maintain metrics and KPIs crucial for tracking procurement compliance, performance efficiency, risk management, and cost-saving opportunities.  Maintain performance measures specific to procurement functions and track improvements. Issue and record survey responses related to procurement performance and vendor/contractor feedback.Manage system access via user roles and permissions across procure-to-pay systems (Jaggaer, Define, Procard). Ensure proper financial controls and separation of duties in procurement systems.Maintain records for staff professional development and procurement training requirements.  Schedule and maintain records for annual procurement-based client and vendor training.Other related functions as assigned.

Required QualificationsBachelor's degree.                                                                                             Two years administrative experience.Working knowledge of purchasing and contracting.Basic auditing skills.Advanced skills using Excel, Microsoft Word, Outlook-Advanced skills in Tableau or Power BI.Database experienceAbility to compile and simplify complex data from multiple sources.Strong analytical and problem-solving skills.Excellent communication, collaboration and organizational skills.   

                            
Certification within the first year of employment is required.  Any of the following shall be acceptable:

Certified Texas Contract Developer (CTCD)Certified Texas Contract Manager (CTCM)Certified Professional in Supply Management (CPSM)Certified Purchasing Manager (CPM)Certified Professional Public Buyer (CPPB)Certified Public Purchasing Officer (CPPO)

Preferred QualificationsState of Texas public procurement experience.Higher education procurement experience.Professional certification in procurement and/or contracting.

Salary Range

$58,200 - $64,974
