System Director-Facilities Operations & Project Management
Summary New position within the System Development department. Taking a current position that is held within a third-party service contract for facility services via CBRE and moving it to BMHCC. Thus, cost neutral with a potential savings of $15,000.00 per year due to no markups. The position will work alongside our System Director of Construction and Facilities and report to the Chief Facilities & Environmental Safety Officer. They will assist in developing project plans & direct, coordinate, and budgets, activities concerned with the construction and maintenance of structures, facilities, and systems working in close collaboration with the Chief Facilities & Environmental Safety Officer (CFESO) and the System Director of Construction and Facilities and other key internal/external stakeholders. Participates in the conceptual development of a construction, general contracting projects and/or facilities infrastructure projects and oversees its organization, scheduling, and implementation. Works closely with internal and external customers to ensure achievement of project goals to include but not limited to quality, timeliness, vendor relations, safety, budget, problem resolution and regulatory compliance. Consults regularly with entity Facility Services leaders system-wide, Architects, Engineers, Subcontractors, and Suppliers to provide successful project management. Interacts with entity leadership on construction and facilities issues ensuring compliance with all regulatory standards/codes to include local, state, and federal agencies including CMS, Joint Commission, DNV, EPA, OSHA, etc. Responsibilities Provides project management oversight by planning scheduling, assigning, coordinating and inspecting, mechanical, HVAC, Electrical, Structural, and Roof System maintenance, repair, demolition, construction, and installation work to ensure quality workmanship and safe work practices to meet all regulatory construction authorities. Works closely with the CFESO to provide operational support for all 7 areas within the Environment of Care to include Emergency Management. Consults with management teams throughout the system regarding the safety, security, hazardous materials and waste, medical equipment, utilities management and life safety programs to meet Joint Commission's Environment of Care and CMS's physical environment standards assuring compliance with all applicable regulatory guidelines/standards/codes. Initiates and leads pre-construction meetings, reviews bids, recommends award of contract working closely with CFESO & System Director, and monitors contract execution and distribution. Reviews contract plans and specifications for compliance with appropriate building codes and project requirements. Provides guidance and expertise in order to proactively resolve/address constructability and compliance issues or concerns. Assures Mechanical, HVAC, Electrical, Structural, and Roof System safety, reliability, and functionality by assisting designated Baptist representatives in the evaluation of present systems versus new designs and technologies to ensure a safe, productive and comfortable environment as required or requested. Develops or participates in the development of capital and operating expense budgets for various projects through the evaluation/assessment of current systems and/or equipment. Analyses return on investment by identifying needs, goals and improvements required or desired to obtain greater efficiencies, enhanced services, and/or stronger safety measures. Assists in the presentations of developed budgets and analyses of capital project budgets and operating expenses to Senior Leadership. Provides leadership as needed to designated stakeholders by negotiating and investigating equipment, materials and services to ensure the right resources are readily available to contractors and in-house craftsmen, technicians and assigned projects proceed in an orderly and cost effective manner, minimizing disruption of services. Performs other duties/accountabilities as required or directed. Requirements, Preferences and Experience Bachelor's Degree or equivalent from an accredited college or technical trade school or equivalent combination of training, education, and experience. Preferred completion of a Master's degree program. 2 plus years in commercial construction management. Preferred 2 plus years in healthcare management with progressive leadership roles. Knowledge of healthcare mechanical systems including electrical, plumbing, HVAC, Fire Protection and all areas of facility management and technical systems.Must have familiarity with applicable local, state and federal regulatory agencies and standards. Must possess excellent interpersonal and organizational skills.
