CBP is charged with managing, securing, and controlling the nation’s borders while facilitating lawful international travel and trade. OA, within CBP’s Enterprise Services (ES), supports CBP’s mission by facilitating the acquisition and integration of a mix of services, infrastructure and technology solutions.

This role has direct client and project support responsibilities to the Office of Trade’s (OT) Trade Transformation Office (TTO). TTO provides integrated business support services for the development, sustainment, and modernization of automated import/export processing systems and transformation initiatives critical to executing and advancing the trade mission.

 

This position requires onsite work at the client site in Washington, DC, in accordance with the contract.

 

Client Delivery Responsibilities:

Assist the Government program/project manager in the development of new programs and associated documentation, or the execution oversight of deployed programs or technical capability integration activities. This includes the establishment of new project/program priorities, goals and requirements. Assist TTO Program Managers by providing leadership, experience, and technical direction on including but not limited to Systems Engineering matters relating to the programs. Assist TTO Program Managers on review boards, including engineering, configuration, risk, and test review boards (as cited in the program/project SELC Tailoring Plan). Serve as the Government program or project manager’s technical advisor on the adequacy of the system developer’s execution of contractual requirements related to integrating, testing and fielding advanced technology packages to the operational environment.Provide the Government program/project manager expertise in the development and execution of the Risk Management Plan. This includes providing technical expertise to program managers by identifying and mitigating risk, shaping technical planning and management, and identifying systematic issues as required. Assist TTO Program Managers on CBP’s Cost Wise Readiness (CWR) initiative. This includes serving as a representative for TTO Program Managers on CWR meetings. Contractor will be providing status and direction on OT program’s logistics to include key logistics drivers, material availability indicators, and approach to improve logistical degraders. Provide the Government program/project manager expertise in problem resolution processes through problem identification and development of problem solution options mutually acceptable to all concerned stakeholders. Support problem solution implementation activities as required. Provide the Government program/project manager expertise for meeting all entrance/exit criteria for project meetings including Integrated Baseline Reviews, Program Management Reviews, In-Progress Reviews and other key technical interchange meetings. Provide the Government program/project manager expertise on the development and review of ORDs, Functional Requirements Documents (FRDs) and SELC Tailoring Plans. This includes, but is not limited to, the development of operational requirements, measures, metrics and key performance indicators. Provide the Government program/project manager expertise in preparing SES and higher headquarters-level briefs, white papers, and memos used as the basis to support executive program recommendations and decisions. Required Qualifications A minimum of 15 years of demonstrated expertise in systems engineering, including strategic planning, innovative concepts, thought leadership, and team management.Master’s or higher degree highly preferred.Eligibility to obtain CBP/DHS Suitability (US citizenship required to be eligible for suitability). Desired Qualifications TTO experienced Systems Engineering and SME support.Active DHS Suitability is preferred.Demonstrated experience distilling complex technical topics, requirements, and concepts into plain language for diverse sets of stakeholders to include strong technical writing skills.Demonstrated experience conducting in-depth research in support of studies and analyses.Demonstrated experience applying systems engineering principles and concepts to acquisition programs.Demonstrated experience developing budgets and prioritizing resources.Demonstrated experience providing program and/or project management support on acquisition and research and development programs.Demonstrated experience facilitating resolution of customer requirements, including helping to identify and document capability gaps, formulate and develop technological solutions, and participate in and contribute to strategic discussions.Demonstrated experience supporting DHS components and agencies either operationally or through project management.Experience with the assessment, acquisition, and/or deployment of radar, UAS, x-ray and other scanning technologies, telecom systems, AI, vision processing, and/or IT and physical security.Excellent communication, collaboration, and presentation skills. Proven results-oriented problem-solving abilities. Experience with presentation graphics and/or spreadsheet tools.Ability to work in a dynamic team-oriented environment, demonstrate teamwork and initiative, and function productively in the face of new assignments and the re-prioritization of existing assignments. Compensation at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, clearance level, as well as contract-specific affordability, organizational requirements and applicable employment laws. The projected compensation range for this position is based on full time status. For part time or on-call staff, compensation is proportionately adjusted based on hours worked. While monetary compensation is important, it's just one component of Noblis’ total compensation package.
