Responsibilities:

MTSI is searching for a systems safety engineer to support development of first-of-kind space systems. This handpicked candidate must possess technical expertise and experience to provide the government customer insight during system design, manufacture, integration, test, launch, and early operations. A successful candidate should be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a high-profile, fast-paced environment. The candidate will apply advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.

In this position, you will provide System Engineering Technical Assistance (SETA) to the Space RCO at Kirtland AFB, NM. The Space RCO is one of three US Space Force acquisition organization and is the one specializing in delivering first-of systems to fill quick-turn needs to deliver operational capability to the USSF.  For every program, Space RCO sets up small, agile, and empowered teams, to include program manager, technical specialists, contracting, finance, security, and they use right acquisition strategies to set the effort up for success. You will work across all of these small teams and provide in-depth background on system safety through all phases of acquisition.

Role and Responsibilities*

Serves as advisory lead to Chief of Safety for system safety requirements across SpRCO programs.Provides safety expertise, guidance, and advice in support of the design, development, production, procurement, integration, and test of such systems across all programs.Determines appropriate systems safety requirements, including life cycle concerns, and provides technical advice to Government.Assists programs on safety methods and techniques to determine the system is functioning according to design specifications.Develops acquisition safety criteria and evaluating and monitoring progress of their contractor's designs against the technical guidelines to ensure adequate system safety requirements are met. Provides technical consultation to programs to ensure that critical steps in the safety analysis process as well as critical issues receive appropriate emphasis and utilize best engineering practices.Establishes safety design and qualification test criteria, techniques, standards, and requirements for support of space and weapon system related item certifications.Performs independent safety fault tree analyses, failure modes effects and criticality analyses, common mode failure analyses, single point failure analyses, sneak circuit analyses, software functional hazard analyses, and other relevant safety analyses for safety-critical systems.Evaluates the safety of mechanical and electrical system and subsystem interfaces.Determines software contribution to safety and assigns software safety criticality and determines requisite level of rigor tasks.Provides expert technical advice in development, testing, and operational service regarding safety viability of design, potential failure modes and risk reduction approaches.Develops and interprets engineering guidelines for general use across programs, and exercises surveillance and control over the overall engineering effort for assigned programs and areas of responsibility to ensure compliance.Represents the Chief of Safety in high-level meetings and conferences with representatives from various mission partners and supports resolution of issues.Serves as technical representative in mishap investigation, major program reviews, inspections, conferences, source selection evaluations, other program evaluations, and major milestone events associated with assigned system programs.Provides expert system safety engineering advice for test and evaluation to ensure design and safety performance-based specifications are met.Supports independent safety reviews and participates in technical exchange meetings.Aides in development of program OSS&E baselines and the development and update of OSS&E criteria, standards, and compliance methods for SpRCO.Reviews OSS&E compliance and makes recommendations regarding system safety of new, modified and operational systems.Delivers presentations on safety technical status, accomplishments, and problems.Other duties as required.

Qualifications:

Required skills:

Ten (10) years DoD/IC, or relevant industry work experience on commercial and/or government systems. Understanding of space operational environment and corresponding mission user needs.Expert knowledge in Operational Safety, Suitability, and Effectiveness (OSS&E) reliability authority requirements and processes and integrating requirements early into acquisition program designs.Experience in leading programs through the Joint Services Weapon and Laser System Safety Review processes and boards. Experience in leading programs through test safety review boards and developing test safety plans along with associated hazard analysis and mitigations.Expert understanding of MIL-STD-882, DAFI 91-401, and DAFI 91-205

Desired skills:

Fifteen (15) years DoD/IC, or relevant industry hand on work experience on commercial and/or government satellite systems. Broad range of systems and system safety engineering experience and safety system development.Experience as safety engineer for a large national security space program.Experience as a SETA in a government program office.Experience with ACAT I/II level acquisition programs.

Education:

An applicable engineering degree from a program from an accredited by the Accreditation Board for Engineering and Technology (ABET).Relevant MS/ME degree.

Clearance:

Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility.No less than two (2) years total SAP and/or SCI environment experience and 1-year total within last 5 years.Candidate must maintain a TS/SCI clearance as a condition of employment and be willing to submit to a Counter-Intelligence polygraph.

Work Location & Travel:

This position is full-time, on site at Kirtland AFB, NM and will require travel up to 25% of time within the continental United States.
