The Senior Vice President of Government Relations promotes the mission, vision, values and strategic objectives of CommonSpirit Health through the development and integration of a comprehensive government relations program. This
position leads all government relations efforts for CommonSpirit Health at both state and federal level. The SVP manages the team of state advocacy leaders and is a key business partner to the Regional Presidents. The SVP develops
system-wide policy positions to promote consistent and impactful messaging across the ministry. This position leads the matrixed business relationship with Market Presidents and the engagement with local, state and federal elected officials. The SVP provides education to board members, leadership, physicians, staff, the community and other CommonSpirit Health constituencies on the principles and goals underlying policy efforts, and represents CommonSpirit in a variety of government and corporate forums both internally and externally.


Responsibilities
Develops and oversees the implementation of the long-range strategic direction and the biennial CommonSpirit Health advocacy priorities in collaboration with the Board of Stewardship Trustees, System and Regional Leadership.Directly leads the centralized team of State Advocacy Leaders that report to the position; accountable for state-level policy positions and overseeing implementation of individual state strategies across all states in the footprint of the Ministry.Key business partner to Region Presidents ultimately accountable for service level KPIs and state-level government relations and policy strategies.Oversee 36 market presidents’ matrixed advocacy responsibilities; trains market presidents on implementing advocacy strategic plans that align with system priorities.Directly leads system-wide government relations efforts (legislative, regulatory and administrative) at the state and federal levels, including representing CommonSpirit Health to members of Congress, legislators and staff, public agencies, community groups, and media, etc.Identifies, reviews and contracts with outside lobbying firms as appropriate to deliver Regional KPIs; ensures compliance with all state and federal lobbying reporting requirements.

Provides oversight of advocacy and lobbying activities to protect the organizations not for profit status; provides regular training to ensure compliance with applicable lobbying laws to care sites, markets, regional and national leadership.

Ultimate accountability for developing resources, materials, and training that empower system and ministry leaders to be successful advocates.

Identifies and prioritizes state and federal public policy strategies and issues for CommonSpirit Health working with state advocacy leaders; provides in-depth policy oversight and leadership across all states in the ministry.

Works to enhance CommonSpirit Health’s profile, position and influence with state, regional and national constituencies/entities.

Influences the policy positions of partner organizations including industry associations as well as national and community partners.

Identifies for leadership the policy implications of strategic plans, goals and objectives, program development and specific projects.

Qualifications

Required Education & Experience:

Minimum of ten (10) years of experience in a related field. Minimum of five (5) years of direct management experience of a large, dispersed and/or remote team. Senior management level responsibility in a health related organization. Experience should include deep understanding of legislative and regulatory policy processes.Master’s degree in hospital, healthcare or business administration or related field required.
