Systems Accountant
Summary The Office of Financial Management (AFM) provides financial oversight and information on the use of agency financial resources. AFM is responsible for financial and travel policy, financial and acquisition systems, cost accounting, capitalization of the agency’s $12.3 billion portfolio of national airspace system assets, financial reporting, financial internal controls, and oversight of the agency’s financial internal controls programs and reimbursable agreements. Responsibilities The incumbent is a recognized subject matter expert in systems accounting and provides leadership for complex challenging activities under the minimal direction of a manager or executive. May act as a principal Systems Accountant or team lead to define and direct projects/programs and work activities. This incumbent serves as a Systems Accountant within the AFM, Financial Statements and Reporting Division, and applies experience and expert knowledge of systems accounting with responsibility for one or more of the following areas: Analyzes processes for the planning, design, and implementation of financial management systems to meet business requirements. Performs analysis of requirements for systems development activities for enterprise systems development, implementation, and maintenance. Designs and executes system testing procedures to ensure requirements are satisfied. Evaluates modifications and enhancements to financial systems to ensure the reliability of data used for financial reporting and compliance with applicable laws and regulations. Prepares financial statements in accordance with accounting principles and Office of Management and Budget Circular A-136, Financial Reporting Requirements. Researches, analyzes, and processes information related to accounting transactions/events to ensure completeness and accuracy of data. Also, researches and uses data analysis and techniques to assess risk. Prepares, reviews, and reconciles financial statements and other reports to meet reporting requirements to support management decisions. Applies Federal accounting standards, fiscal law, Federal policies and regulations, internal controls, and procedures for FAA financial management activities. Analyzes data processed through the Oracle Federal Financial management system (referred to within the DOT/FAA environment as “DELPHI”) to ensure completeness and accuracy of accounting transactions. Utilizes financial systems to extract data to produce reports. Performs data analysis and data reconciliations, including for example, reconciling general ledger account balances to subsidiary ledgers and reconciling budgetary to proprietary account relationships. Implements/reviews internal controls and resolves problems to improve efficiency and maintain data integrity. Communicates with auditors to evaluate, document, and improve internal controls for detection and prevention of fraud, waste, and abuse. Communicates with and supports review/audit stakeholders, providing data, accounting information, and reports, as well as, addresses findings and recommendations for improvement through formal corrective action plans. Provides guidance to other professionals, leads project/program teams; defines and develops internal processes; predicts potential issues, and proposes preventive actions. Work activities typically impact directly on the agency goals of one or more of the FAA major subdivisions or LOB/SOs and support the business plan requirements of the FAA. Works independently with little oversight to monitor data and ensure workable solutions for sustaining financial operations. Specialized experience is defined as: Experience developing, analyzing, and testing systems requirements for financial management systems. Basic Requirements Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.") OR Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following: a. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; b. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or c. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; a panel of at least two higher-level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
