BASIC PURPOSE:\n

The Systems Analyst\/Programmer I is responsible for analyzing, designing, developing, testing, implementing and maintaining software applications. This position is responsible for the support and interaction with the department staff to improve daily processing and user development in the understanding of the applications software. The Systems Analyst\/Programmer I will manage environmental databases and prepare, maintain, and publish water quality reports required by regulations or for internal\/external use. \n

Works under the general supervision of a Program Manager, Data Management.\n

ESSENTIAL DUTIES AND RESPONSIBILITIES:\n\nIdentifies, analyzes, designs, maintains, supports, and upgrades software applications (in-house and third party software) to ensure processes and functionality of the applications comply with the organization's processes and regulations.\nMaintains system application guidelines, schedules, and data structures.\nResearches, plans, develops, tests, and implements external interfaces between existing and new system applications and platforms to produce seamless integration that complies with processing and business requirements.\nAnalyzes, plans, tests, and implements system application upgrades and new releases as required by the software vendor and company requirements to maintain software compliance and company regulations.\nSupports the user community in the resolution of problems with the software applications functionality.\nDevelops and maintains documentation of applications that describes the processing and maintains the support of the applications. Provides training for department users on applications.\nCreates reports, analyze data and review reports for validity and correctness of the data. Develops and implements programming for automated routine and ad hoc report generation. \nMaintains professional interaction with the applications staff and user community to ensure adequate system functionality, promote team participation and encourage user confidence in the applications staff quality service.\nResearches and corrects problems with the system applications during production processing in an efficient and timely manner ensuring system recovery and integrity.\nDevelops and maintains department internal web page.\n\n

MINIMUM QUALIFICATIONS:\n

Education and Experience:\n\nA Bachelor's degree in management science, engineering management, finance, computer science or related field; and\n\n\nOne (1) to three (3) years' experience supporting applications; or\n\n\nAny equivalent combination of education or experience.\n\n

Necessary Knowledge, Skills and Abilities:\n\nKnowledge of computer programming and systems analysis techniques within the information science discipline.\n\n\nProgramming experience in the following is desirable: Python, R, SQL or other programming language\n\n

Office equipment as normally associated with the use of telephone, personal computers including programming software, copy and fax machines.\n
